Notice to foreign nationals with Judea and Samaria only visa -

PLEASE CIRCULATE WIDELY

Foreign nationals residing in the West Bank who have received a “Judea and Samaria only” stamp on their visa are advised to immediately bring this problem to the attention of their Country’s Consulate or Representative office in Jerusalem or Ramallah.

Upon receiving numerous complaints regarding this restriction, the US Embassy was successful in its efforts to have the stamp voided by the Israeli authorities for a significant number of US citizens, thereby restoring their access to Jerusalem and Israel.

Action can and should be taken by other States to secure such remedies for their affected nationals.

Foreign nationals issued a “Judea and Samaria only” limitation should also be aware that their own governments do not, and cannot, accept the exercise of Israeli civilian authority in occupied territory, or the application of Israeli domestic legislation to those territories. Their governments will have to consider whether they can accept Israel’s placement of a "Judea and Samaria only" stamp in their passports in this light.

Persons affected by this new measure are therefore strongly urged to bring these matters to the attention of their Country’s diplomatic representatives in both Israel and the occupied Palestinian Territory and to facilitate their efforts to resolve these two problems correctly and responsibly.
