Zoals bekend besloot de VN in juli 2004 om het advies van het Internationaal Gerechtshof over &#8222;de Muur&#8221; over te nemen, een besluit dat ook gaat over de nederzettingen (met ruim 450.000 kolonisten) en dateert van ruim voor de Palestijnse parlements-verkiezingen van januari 2006 toen de keuze van de Palestijnse kiezer verrassend genoeg niet in de smaak bleek te vallen bij de Nederlandse regering.&lt;/p&gt; &lt;p&gt;Vriendelijke groet&lt;br class='autobr' /&gt;

Palestinian Centre for Human Rights&lt;/p&gt; &lt;p&gt;Press Release&lt;/p&gt; &lt;p&gt;Ref: 63/2007&lt;/p&gt; &lt;p&gt;Date: 18 July 2007&lt;/p&gt; &lt;p&gt;Time: 11:00 GMT&lt;/p&gt; &lt;p&gt;Further Deterioration to Humanitarian Conditions of Palestinians Struck at Rafah International Crossing Point: Woman's Death Raise the Number of Deaths at the Crossing Point to 16&lt;/p&gt; &lt;p&gt;On Tuesday, 17 July 2007, Sanaa' Ahmed &#8216;Ali Shanan, 29, from the northern Gaza Strip town of Jablaya, married to Jamal Saleem Shalha and a mother of 3 children the youngest of whom is 6-month-old, died at an Egyptian hospital. She had been stuck in Egypt for at least 35 days. According to her brother, she was transferred by the Palestinian Ministry of Health to Nasser Institute Hospital in Cairo nearly 2 months ago to undergo medical checking for her chest. The medical checking concluded that she was suffering from pulmonary fibrosis. She had remained in the hospital from 10 days, before she traveled towards Rafah International Crossing Point to go back to the Gaza Strip. As the crossing point was closed, she was forced to go to al-&#8216;Areesh town, waiting for the crossing point to be opened. She went more than once to the crossing point, and she had to spend more than one night near it. She then stayed in the Egyptian town of Rafah, where she stayed with her uncle. During her stay in Rafah, on Monday, 16 July 2007, her health condition deteriorated. She was evacuated to the hospital, but she died at approximately 11:00 on Tuesday. Her body has been kept at the hospital pending the approval of Israeli authorities to be allowed into the Gaza Strip.&lt;/p&gt; &lt;p&gt;Thus, the number of Palestinians stuck in Egypt who died has increased to 16, most of them are patients who had received medical treatment at Egyptian hospitals and their health conditions deteriorated due to long waiting under inhuman conditions at the crossing point. Two other Palestinians also died in a car accident while they were on their way to the crossing point. IOF have refused to allow the entry of the bodies of the deceased through Rafah International Crossing Point, and have allowed their delayed entry through Karm Abu Salem (Kerem Shalom) crossing.&lt;/p&gt; &lt;p&gt;The continued closure of Rafah International Crossing Point, the sole outlet of the Gaza Strip to the outside world, has created a humanitarian crisis for at least 6,000 Palestinians, who have been stuck in Egypt, especially in al-Areesh and Rafah towns, waiting to be allowed in the Gaza Strip. This figure includes at least 1,200 patients who had traveled to Egypt to receive medical treatment at its hospitals, hundreds of families who live abroad and arrived in Egypt to travel to the Gaza Strip to visit their relatives, and hundreds of university students who wish to spend their summer vacation with their families in the Gaza Strip. Many of these Palestinians have run out of money due to their unexpected long stay in Egypt, and they are threatened by diseases due to the lack of basic sanitation services. Additionally, the Egyptian Authorities have continued to hold hundreds of Palestinians at al-&#8216;Areesh Airport, nearly 50 kilometers away from the crossing point, worried of their possible long stay in Egypt due to the closure of the crossing point.&lt;/p&gt; &lt;p&gt;PCHR is deeply concerned over the deteriorating humanitarian conditions of Palestinians stuck at Rafah International Crossing Point and neighboring Egyptian towns. PCHR is shocked by the failure of the international community and United Nations agencies to act to end the suffering of these Palestinians through pressurizing towards the opening of the crossing point. eenheidsregering tussen Hamas en Fatah tegen - iets waar &lt;br class='autobr' /&gt;
de 'internationale gemeenschap' in 2007 op aandrong en dat in maart &lt;br class='autobr' /&gt;
in het Saudische Mekka realiteit werd. 'De VS stuurden duidelijk aan &lt;br class='autobr' /&gt;
op een confrontatie tussen Fatah en Hamas', schrijft hij. 'Nog een &lt;br class='autobr' /&gt;
week voor Mekka verklaarde de Amerikaanse gezant twee keer: &#8222;Ik hou &lt;br class='autobr' /&gt;
van dit geweld&#8221;. Hij verwees naar de bijna-burgeroorlog die uitbrak &lt;br class='autobr' /&gt;
in Gaza, waarbij burgers geregeld gedood en verwond werden, &#8222;want dat &lt;br class='autobr' /&gt;
betekent dat andere Palestijnen weerstand bieden tegen Hamas&#8221;.' &lt;br class='autobr' /&gt;
Volgens De Soto moet stilaan rekening worden gehouden met een &lt;br class='autobr' /&gt;
implosie van de Palestijnse Autoriteit. 'De voortzetting van &#8222;het &lt;br class='autobr' /&gt;
beleg&#8221; op aandringen van het Kwartet maakt dit desastreuze resultaat &lt;br class='autobr' /&gt;
waarschijnlijker.' De Soto zegt dat 'Isra&#235;l zichzelf opgesloten heeft &lt;br class='autobr' /&gt;
in een houding waarbij het omgang met de Palestijnen afwijst, door de &lt;br class='autobr' /&gt;
nadruk te leggen op voorwaarden waarvan het moet weten dat ze niet te &lt;br class='autobr' /&gt;
realiseren zijn'. En: 'Ongelukkig genoeg gaat de internationale &lt;br class='autobr' /&gt;
gemeenschap mee in die afwijzende Isra&#235;lische houding.' James Baker, &lt;br class='autobr' /&gt;
ex-minister van Buitenlandse Zaken van de VS, vertelde De Soto kort &lt;br class='autobr' /&gt;
na zijn aantreden dat de Amerikaanse beleidsmakers de neiging hebben &lt;br class='autobr' /&gt;
om terug te deinzen voor elke hint van Isra&#235;lisch onbehagen. Het is &lt;br class='autobr' /&gt;
niet anders binnen de VN, waar 'de Isra&#235;lische missie een toegang &lt;br class='autobr' /&gt;
zonder gelijke heeft tot het secretariaat, zelfs tot de hoogste &lt;br class='autobr' /&gt;
niveaus, en niet alleen vanwege de aanzienlijke kwaliteiten van de &lt;br class='autobr' /&gt;
permanente vertegenwoordiger.' Volgens De Soto zijn de VN geen vriend &lt;br class='autobr' /&gt;
van Isra&#235;l 'als we Isra&#235;l toelaten in de zelfbegoocheling te vallen &lt;br class='autobr' /&gt;
dat de Palestijnen de enigen zijn die de schuld moeten krijgen'. De &lt;br class='autobr' /&gt;
Soto zegt niet blind te zijn voor het falen van de Palestijnen en &lt;br class='autobr' /&gt;
noemt het charter van Hamas 'abominabel'. Maar hij vraagt zich af 'of &lt;br class='autobr' /&gt;
de Isra&#235;lische overheid zich realiseert dat ze, seizoen na seizoen, &lt;br class='autobr' /&gt;

stations in Nablus, in the West Bank in the early hours of this &lt;br class='autobr' /&gt;
morning. At 2am, soldiers invaded the premises of the 7 private media &lt;br class='autobr' /&gt;
outlets and seized computers, broadcasting equipment, archives and &lt;br class='autobr' /&gt;
files. The TV stations Afaq, Nablus, Gamma, Assia and Sana, as well as &lt;br class='autobr' /&gt;
2 radio stations, are now effectively shut down.&lt;/p&gt; &lt;p&gt;According to Palestinian law, media outlets must be licensed by the &lt;br class='autobr' /&gt;
Ministry of Information and operate under its laws and regulations. &lt;br class='autobr' /&gt;
The Minister of Information, Dr. Mustafa Barghouthi, confirmed that &lt;br class='autobr' /&gt;
these 5 TV stations and 2 radio stations were fully licensed, and were &lt;br class='autobr' /&gt;
law-abiding. He strongly condemned these Israeli attacks aimed at &lt;br class='autobr' /&gt;
?silencing Palestinian voices on the conflict and destroying &lt;br class='autobr' /&gt;
Palestinian freedom of the press?.&lt;/p&gt; &lt;p&gt;Freedom of the press is a fundamental human right and an essential &lt;br class='autobr' /&gt;
component of democracy. By forcibly shutting down private media &lt;br class='autobr' /&gt;
outlets over which it has no authority, Israel has yet again shown &lt;br class='autobr' /&gt;
that it does not believe in democracy and actively opposes freedom of &lt;br class='autobr' /&gt;

Mustafa Barghouthi, was assaulted by Israeli soldiers today during a &lt;br class='autobr' /&gt;
peaceful protest against the confiscation Palestinian lands by the &lt;br class='autobr' /&gt;
Israeli military near the village of Artas in the Bethlehem District.&lt;/p&gt; &lt;p&gt;Dr. Barghouthi, a veteran leader of the non-violence movement in &lt;br class='autobr' /&gt;
Palestine, had been holding a press conference at the demonstration, &lt;br class='autobr' /&gt;
which was organised to peacefully protest the destruction of an &lt;br class='autobr' /&gt;
apricot and date orchard belonging to the Abu Swai family.&lt;/p&gt; &lt;p&gt;Once the conference was over and once most of the press had left, &lt;br class='autobr' /&gt;
approximately 50 Israeli soldiers arrived at the scene and began &lt;br class='autobr' /&gt;
beating protesters with batons and with their fists. Dr. Barghouthi &lt;br class='autobr' /&gt;
was beaten over the back with a baton and sustained moderate injuries.&lt;/p&gt; &lt;p&gt;More details, and video footage of the beating are to follow.&lt;/p&gt; &lt;p&gt;According to the International Solidarity Movement, approximately &lt;br class='autobr' /&gt;
4,000 dunums of land belonging to the villager of Artas is being &lt;br class='autobr' /&gt;

segment of the Apartheid Wall and to allow for the expansion of the &lt;br class='autobr' /&gt;
nearby Efrata settlement. Sewage pipes will be laid under the land &lt;br class='autobr' /&gt;
belonging to the Abu Swai family which will pump the Efrata settlers' &lt;br class='autobr' /&gt;
sewage onto other fields of lettuce and parsley belonging to villagers &lt;br class='autobr' /&gt;

Minister of Information and Official Government Spokesperson, Dr. &lt;br class='autobr' /&gt;
Mustafa Barghouthi, underlined that Israel's continued refusal to &lt;br class='autobr' /&gt;
discuss final status issues pointed to a lack of willingness to engage &lt;br class='autobr' /&gt;
in peace negotiations.&lt;/p&gt; &lt;p&gt;He added that the Israeli government had failed to constructively &lt;br class='autobr' /&gt;
address the four most recent Palestinian initiatives, namely (a) the &lt;br class='autobr' /&gt;
formation of the new national unity government with a flexible &lt;br class='autobr' /&gt;
political platform; (b) the Arab peace initiative for a comprehensive, &lt;br class='autobr' /&gt;
complete solution; (c) the Palestinian proposal for complete cessation &lt;br class='autobr' /&gt;
of all forms of violence through a mutual, reciprocal ceasefire &lt;br class='autobr' /&gt;
agreement, and (d) the Palestinian proposal for a prisoner swap in &lt;br class='autobr' /&gt;
exchange for the Israeli soldier captured in Gaza in June 2006.&lt;/p&gt; &lt;p&gt;The Minister emphasised that Israel's failure to address final status &lt;br class='autobr' /&gt;
issues such as the borders of a future Palestinian state, the status &lt;br class='autobr' /&gt;
of Jerusalem, the refugee issue, and the issue of settlements, which &lt;br class='autobr' /&gt;
were due to have been resolved under the Oslo process by 1999 but have &lt;br class='autobr' /&gt;
never been addressed as Israel refuses to discuss these issues in &lt;br class='autobr' /&gt;
violation of the Oslo agreement, betrayed the lack of a real Israeli &lt;br class='autobr' /&gt;
partner for peace.&lt;/p&gt; &lt;p&gt;By continuing talks with Palestinian President Mahmoud Abbas whilst &lt;br class='autobr' /&gt;
bypassing the goal of final status negotiations he said, Israel was &lt;br class='autobr' /&gt;
buying time to create irreversible facts on the ground. Dr. &lt;br class='autobr' /&gt;
Barghouthi added that by evading the issue of final borders, Israel &lt;br class='autobr' /&gt;
was seeking to substitute the creation of a sovereign Palestinian &lt;br class='autobr' /&gt;
state with the idea of a self-governing authority within interim &lt;br class='autobr' /&gt;
borders with jurisdiction over people, but not land, water or borders.&lt;/p&gt; &lt;p&gt;Dr. Barghouthi also focused on the continued use of Palestinian &lt;br class='autobr' /&gt;
civilians, including children, as human shields by the Israeli &lt;br class='autobr' /&gt;
military, the violent repression of peaceful protests against the &lt;br class='autobr' /&gt;
Apartheid Wall by Israeli soldiers and border police, and the plight &lt;br class='autobr' /&gt;
of more than 10,000 Palestinians currently being held in Israeli &lt;br class='autobr' /&gt;
prisons.&lt;/p&gt; &lt;p&gt;Human Shields&lt;/p&gt; &lt;p&gt;The issue of the use of human shields, a practice frequently employed &lt;br class='autobr' /&gt;
by the Israeli military, has been brought back into the media &lt;br class='autobr' /&gt;
spotlight by a film recorded by a member of the Research Journalism &lt;br class='autobr' /&gt;
Initiative. The footage clearly shows Israeli soldiers using two &lt;br class='autobr' /&gt;
Palestinian youths, one aged just 14-years-old, as human shields &lt;br class='autobr' /&gt;
during an Israeli military invasion into Nablus last Wednesday, [1] a &lt;br class='autobr' /&gt;
practice illegal under both the Fourth Geneva Convention and under &lt;br class='autobr' /&gt;
Israeli law itself. civilians. Nineteen-year-old Nidal Abu M?khisan was killed in this &lt;br class='autobr' /&gt;
way on 14 August 2002. [3] He called the incident a war crime, and &lt;br class='autobr' /&gt;
labelled the suspension of the commander in charge of Operation Hot &lt;br class='autobr' /&gt;
Winter by the Israeli military in response to the issue as mere &lt;br class='autobr' /&gt;
&#8222;window-dressing,&#8221; adding that the Israeli military has continued &lt;br class='autobr' /&gt;
using human shields despite an Israeli Supreme Court ruling in October &lt;br class='autobr' /&gt;
2005 forbidding the practice.&lt;/p&gt; &lt;p&gt;Violent Repression&lt;/p&gt; &lt;p&gt;The Minister also showed a film recorded at yesterday's weekly &lt;br class='autobr' /&gt;
peaceful protest against the construction of Israel's Apartheid Wall &lt;br class='autobr' /&gt;
in a village south of Bethlehem, at which peaceful protests were met &lt;br class='autobr' /&gt;
with violent repression by the Israeli military and border police, who &lt;br class='autobr' /&gt;
can be seen beating and kicking a group of Palestinian, Israeli and &lt;br class='autobr' /&gt;
international protesters, without provocation. The film was yet one &lt;br class='autobr' /&gt;
more example of the aggression with which Israel responds to &lt;br class='autobr' /&gt;
non-violent protests against construction of its Wall, which was &lt;br class='autobr' /&gt;
declared illegal under a ruling by the International Court of Justice &lt;br class='autobr' /&gt;

also focused on the fate of the 10,400 Palestinians currently being &lt;br class='autobr' /&gt;
held in Israeli jails in contravention of Article 76 of the Fourth &lt;br class='autobr' /&gt;
Geneva Convention. [4] Of these:&lt;/p&gt; &lt;p&gt;86 percent are from the West Bank&lt;br class='autobr' /&gt;
7 percent are from the Gaza Strip&lt;br class='autobr' /&gt;
7 percent are from Jerusalem&lt;/p&gt; &lt;p&gt;4,430 (44 percent) have been sentenced by Israeli military tribunals&lt;br class='autobr' /&gt;
611 (14 percent) have been sentenced to 50 years or more in prison&lt;br class='autobr' /&gt;
4,575 (46 percent) have not undergone trial&lt;br class='autobr' /&gt;
950 (10 percent) are being held in administrative detention&lt;br class='autobr' /&gt;
7 (0.7 percent) have spent more than 25 years in prison; 3 have spent &lt;br class='autobr' /&gt;
29 years or more in prison&lt;br class='autobr' /&gt;
376 are children under the age of 18&lt;br class='autobr' /&gt;
5,000 children have been arrested since 2000&lt;br class='autobr' /&gt;
600 are women who have been arrested since 2000&lt;br class='autobr' /&gt;
118 women prisoners are currently in Israeli jails&lt;br class='autobr' /&gt;
40 are members of the Palestinian Legislative Council (PLC), including &lt;br class='autobr' /&gt;
the Head of the PLC&lt;br class='autobr' /&gt;
95 percent of Palestinian prisoners have reported being subjected to &lt;br class='autobr' /&gt;
various forms of torture&lt;br class='autobr' /&gt;
183 Palestinians have died in prison&lt;br class='autobr' /&gt;
69 died due to torture&lt;br class='autobr' /&gt;
42 died due to medical negligence&lt;br class='autobr' /&gt;

Solider : No.&lt;br class='autobr' /&gt;
Cameraman : How is that not? You're using them to protect you from stones.&lt;br class='autobr' /&gt;
Soldier : We asked them to speak with their friends to stop throwing stones.&lt;br class='autobr' /&gt;
Cameraman : Then why are they standing here? This is illegal, you know this.&lt;br class='autobr' /&gt;
Soldier : [Shuts jeep door, ending discussion]&lt;/p&gt; &lt;p&gt;[2] Article 28 of the Fourth Geneva Convention states that &#8222;The &lt;br class='autobr' /&gt;
presence of a protected person may not be used to render certain &lt;br class='autobr' /&gt;
points or areas immune from military operations.&#8221; Under Article 4 of &lt;br class='autobr' /&gt;
the Convention, protected persons are defined as &#8222;those who, at a &lt;br class='autobr' /&gt;
given moment and in any manner whatsoever, find themselves, in case of &lt;br class='autobr' /&gt;
a conflict or occupation, in the hands of a Party to the conflict or &lt;br class='autobr' /&gt;
Occupying Power of which they are not nationals.&#8221; &lt;br class='autobr' /&gt;

In maart 2006 publiceerden de Amerikaanse politicologen John Mearsheimer (University of Chicago) en Steve Walt (Harvard) het controversi&#235;le artikel 'The Israel Lobby and US foreign policy'. Daarin betogen zij dat het niet -langer- in het belang van de VS is om het huidige Isra&#235;l te steunen en te beschermen. Samen met politieke verschuivingen in het Congres en toenemende twijfel over het gevoerde Midden Oosten-beleid kan dit de vonk worden in een kruitvat. Tegenlicht spreekt met de betrokkenen in dit 'nieuwe realisme' debat.&lt;br class='autobr' /&gt;
Beide groeperingen komen aan het woord of aan de orde: zij die de hechte band tussen de VS en Isra&#235;l in stand willen houden (neocon Richard Perle, de libanees-christelijke Brigitte Gabriel en evangelist John Hagee, de lobbyclub AIPAC), en zij die kritiek hierop leveren en niet zelden 'slachtoffer' werden van de lobby. Congreslid Earl Hilliard uit Alabama zocht toenadering tot de Arabische wereld en werd vervolgens overvleugeld door een politieke tegenstander die veel Aipac-geld achter zich kreeg. Van de historicus Tony Judt, die durfde te beweren dat Isra&#235;l 'een oorlogszuchtige en intolerante, door geloof gedreven etnostaat aan het worden is', werd een lezing op het laatste moment afgezegd. En Human Rights Watch directeur Kenneth Roth werd persoonlijk getarget na kritiek op het geweld dat Isra&#235;l gebruikte in de mini-oorlog tegen Libanon van afgelopen zomer.&lt;br class='autobr' /&gt;

How do you look at this question, and how do you see its solution?&lt;/p&gt; &lt;p&gt;Hisham Bustani: The question of Palestine is not complicated at all, but those who refuse to see the simplicity of judging an incident were a racist colonialist-settler entity functionally-attached to Imperialism is built over the destruction, killing and expulsion of an entire population are the ones who act smart and start taking about how complicated things are.&lt;/p&gt; &lt;p&gt;Just because the decision dividing Palestine between its Arab population and the Zionist invaders happened to be a 1947 UN resolution supported by both superpowers at that time does not make this decision right or legitimate. And just because the Europeans felt responsible for Nazi and Fascist actions against the European Jews does not mean the European colonialists have the right to resolve the Jewish question and clear their conscience on the expense of a third party: the Arabs.&lt;/p&gt; &lt;p&gt;The struggle for Palestine has been subjected to a huge distortion, misinformation and deformation. In the west, a large number of people would think that the problem originates in 1967 when Israel occupied the West Bank and Gaza, forgetting that Israel was not really there just 20 years before 1967, and that the roots of the Zionist project in the Arab region dates back to formation of the Zionist movement in the late 19th century.&lt;/p&gt; &lt;p&gt;Also, the people in the west would think that the struggle for Palestine is a conflict between &#034;Palestinians and Israelis&#034;, whereas in reality it is an Arab struggle for liberation against Imperialism and Zionism.&lt;/p&gt; &lt;p&gt;Before the Colonialist division of the Arab East in the 1917 Sykes-Picot agreement between the British and French colonialist powers, there was no Palestine, Jordan, Lebanon, and Syria-the countries we know today. There was a joint space were the people lived together. These states are all colonialist fabrications under the &#034;divide and rule&#034; doctrine.&lt;/p&gt; &lt;p&gt;The solutions that have a certain degree of popularity are the two-state solution, or the unified democratic state solution. Both are very deficient, not objective, and unethical.&lt;/p&gt; &lt;p&gt;The two-state solution simply means that it is OK to occupy land and kill or expel its people, and then return portions of that land to some of its original inhabitants to make some sort of state with some authorities but all is completely controlled and monitored by the occupier whose original project of regional domination is still active and running! The outcome of the Oslo process is very clear, and such an outcome means further strengthening of the illegitimate racist colonialist-settler Zionist entity.&lt;/p&gt; &lt;p&gt;On the other hand, the &#034;one democratic state&#034; solution fails to resolve the contradictions of the occupier who is automatically transforms into a &#034;normal citizen&#034; under this formula. In addition, this presentation addresses the question from a &#8220;state&#8221; angle, thus failing to specify the basis of the struggle between the Arabs and the Zionists. This struggle is not about geography but rather for liberation from hegemony, it is the struggle of the Arab liberation project against the Imperialist/Zionist project. Such a struggle is impossible to resolve on the level of geography, it is only resolved on the basis of existence. It cannot be resolved from a &#8220;state&#8221; angle, only from a national liberation perspective or even an internationalist struggle to defeat Imperialism.&lt;/p&gt; &lt;p&gt;The solution in my opinion arises from the facts, and the facts are simple: Israel is an illegitimate entity that should be eliminated; the expelled people should be restored to their original status before the Zionist invasion dating back to as early as the start of the 20th century. This can be achieved in an Arab liberation struggle against Imperialism and Zionism that unifies the Arab masses who are the subjects of oppression and exploitation. Palestine will be dissolved in this unified Arab entity as it was the case before 1917, and all the contradictions will dissolve with it. This step is necessary to achieve sovereignty of people over their land an resources, achieving social justice, and socialism.&lt;/p&gt; &lt;p&gt;It is important for the European left specifically to readdress this question, and come out from under the tremendous distortion and misinformation, and shape a revolutionary approach to the question of Palestine which is the center point of Imperialist re-invention of consciousness to be compatible with its interests. European left should understand the nature of the struggle, and the contradictions that need to be addressed, and the centrality of Palestine for Imperialism today. One cannot be anti-Imperialist and soft on Israel at the same time. Israel is the materialization of the Zionist/Imperialist project in the Arab region; it must be confronted and eliminated.&lt;/p&gt; &lt;p&gt;Unfortunately, contributing to the main problem are the Arabs themselves (activists and organizations). Most of those attending conferences in Europe and the world are either part of the official strata or NGO-connected or financed, and those (for obvious reasons) stay within the limits of the local regimes or the agendas of their sponsors. Another type are those who presume that there is a special way to approach Europeans, that the speech we say internally is not suitable for foreigners, thus they end-up saying what he/she thinks the Europeans want to hear! These attitudes completely destroyed the true nature of the Arab struggle in international forums.&lt;/p&gt; &lt;p&gt;Q: The official Arab regimes were defeated by Israel while the resistance was not. How do you explain this?&lt;/p&gt; &lt;p&gt;Hisham Bustani: In general, the official Arab regimes throughout their short history, are the secretion of the Colonialist era, and the Arab ruling classes are connected and subordinate to Imperialism and are dependent even in their political existence.&lt;/p&gt; &lt;p&gt;The Arab regimes do not want to go into battles with Israel, on the contrary, they want to support Israel's existence and promote US projects in the region for many reasons:&lt;/p&gt; &lt;p&gt;1- The connection of interests and existence through the mechanism of &#8220;dominator and dominated&#8221;.&lt;br class='autobr' /&gt;
2- The existence of Israel is a functional reason for the existence of the Arab regimes because the regimes are important in the dilution of the popular contradiction with Israel, and are a guarantee against the explosion of people its face.&lt;br class='autobr' /&gt;
3- The abnormal and illegitimate existence of Israel is a reflection of the abnormality and illegitimacy of the Arab regimes themselves, thus giving it some sort of &#8220;normality&#8221; and &#8220;legitimacy&#8221;.&lt;br class='autobr' /&gt;
4- Israel's function as a barrier against the realization of the Arab liberation project and the unification of the exploited Arab masses is a reflection of the Arab regimes' same function as they consider the current states resulting from Colonialist division an ultimate political horizon.&lt;br class='autobr' /&gt;
5- The Arab regimes have no Arab project, nor do they have projects on the level of the current states, and they are one and part of the US/Zionist project in the region.&lt;/p&gt; &lt;p&gt;The regimes are the partners of Israel, and that is why they never defeated it.&lt;/p&gt; &lt;p&gt;The resistances in Palestine and Lebanon have proven that the Israeli society which comprised of a wide array of nationalities, ethnicities, and races, is a fragile fabricated society that can easily break. All that it takes is a real will to resist, and the Israeli society will collapse under the bombardment of short-range missiles and martyr bombers. That is particularly why Israel and the Arab regimes engage in a never-ending &#8220;peace&#8221; process, the principle aim of this process is to protect Israel and buy it time to strengthen its weak internal structure and accomplish more homogenous state between its constituents.&lt;/p&gt; &lt;p&gt;Following the Hezbollah defeat of Israel twice (in 2000 and 2006), it has become clear that the 50-year-old management of the Israeli file by the Arab regimes was an organized set of deceptions aiming only at buying time for Israel to strengthen itself internally and externally.&lt;/p&gt; &lt;p&gt;Q: What did the USA accomplish in its &#8220;war on terrorism&#8221;, and how successful was its endeavor to &#8220;make&#8221; a new Middle East?&lt;/p&gt; &lt;p&gt; Hisham Bustani: The war on &#8220;terrorism&#8221; does not aim at fighting &#8220;terrorism&#8221; even in the American definition of this term. The war on &#8220;terrorism&#8221; aims at many other goals:&lt;/p&gt; &lt;p&gt;1- Controlling strategic oil and gas reserves located in the Arab region and mid Asia, this will hinder other rising economies in the world (Europe, China, and Japan) and render it vulnerable to American embezzlement.&lt;br class='autobr' /&gt;
2- Planting more US military bases in regions that were &#8220;forbidden&#8221; before like the Arab Peninsula, Eastern Europe and former Soviet republics, thus surrounding the entire world with a belt of military bases with the capability of military intervention anywhere in the world.&lt;br class='autobr' /&gt;
3- Terminating the last pockets of military resistance concentrated in the Arab region (Iraq, Lebanon and Palestine), Central and South America (Mexico, Colombia, Peru), and South East Asia (Nepal, Philippines).&lt;/p&gt; &lt;p&gt;In short, what the USA calls &#8220;war on terrorism&#8221; is simply an effort for geopolitical rearrangement of the world under a single dominant power after the previous international formula (the balance of the victorious powers in WWII) ended by the end of the cold war.&lt;/p&gt; &lt;p&gt;The USA might succeed in controlling energy reserves and implanting military bases as a result of its war on &#8220;terrorism&#8221;, but it will surely fail in suppressing and &#8220;domesticating&#8221; the people and defeating resistance movements. This will deprive the US its security and increase its spending especially on the military, so the advantages reaped by control are lost by the high cost of maintaining this control (look at the examples of Vietnam and now Iraq). &#8220;Creative chaos&#8221;, one of the most prominent accomplishments of US war on &#8220;terrorism&#8221;, will come back to slap the US itself in the face, and maybe deliver a knock-out.&lt;/p&gt; &lt;p&gt;This takes us to the second part of your question. The American success in creating a &#8220;New Middle East&#8221; is partial. The US succeeded in many important aspects: implanting the Arab East with military bases, Controlling oil reserves, neutralizing the &#8220;rouge&#8221; regimes by elimination (Saddam Hussein) or isolation (Bashar el-Asad), and throwing back Arab social formations hundreds of years to the past by promoting pre-national and pre-state social structures (sectarian, religious, ethnic, clan).&lt;/p&gt; &lt;p&gt;The failure is manifested in two main issues that will result in the complete failure of the New Middle East project as a whole:&lt;/p&gt; &lt;p&gt;1- Israel's complete incapability of integrating itself in the region and becoming the main regional economic axis because of the people's confrontation to this integration.&lt;br class='autobr' /&gt;
2- Incapability of the USA and its allies to strangle the resistances in the Arab region, moreover, the Iraqi and the Lebanese resistances have accomplished huge blows to the US and Israel, and were successful in hindering their projects and transforming the Arab East into a swamp where the Americans cannot win, and cannot leave.&lt;/p&gt; &lt;p&gt;Now is the precise moment to direct a crippling blow to Imperialism here in the Arab East. It is a historic moment that does not come very often. Revolutionary and progressive forces around the world should become aware of this fact and their historic role in materializing the success of the resistances. This requires a global alliance of all anti-Imperialist forces, and this is not easy when taking into consideration the pacifist trends prevalent among the Left in Europe and the USA.&lt;/p&gt; &lt;p&gt;Q: In the Arab World, the term &#8220;resisting normalization&#8221; with Israel has a special meaning which is not well-known to those outside. What can you tell us about it?&lt;/p&gt; &lt;p&gt;Hisham Bustani: Normalization is a diplomatic term used when the ties between two hostile states are back to normal and a process of &#034;mutual recognition&#034; starts. This term took on a more politically-loaded meaning in the aftermath of the signing of a &#034;peace&#034; agreement between Egypt and Israel in the late 1970s. The term was then used to refer to the &#034;acceptance of the Zionist state&#034; by the Egyptian regime and the economic, political and cultural ties which were to take place accordingly. Confronting normalization and refusing relations with the Zionists became the dominant position of Arab people, in Egypt and elsewhere. This became intensified in the early 1990s after the signing of the &#034;peace&#034; agreements between Israel and the authorities in Jordan, on the one hand, and the Palestine Liberation Organization, on the other, and the collapse of the official Arab boycott of Israel.&lt;/p&gt; &lt;p&gt;The Arab masses felt betrayed. Resisting acknowledging Israel as a &#034;neighbor&#034; and a normal entity was a way to show their commitment to the historic struggle for liberation. A political movement emerged from this popular feeling, named The Movement against Normalization.&lt;/p&gt; &lt;p&gt;The biggest danger of normalization lies in its intellectual and philosophical dimensions. Normalization means accepting the abnormal, unjust, and contradictory to the interest of the people as a fact to be dealt with as an acceptable status quo. Normalization is promoting a fake edition of history that people are prompted to believe and act accordingly, and it come to supplement other huge lies (or lets say other normalizations) like the &#8220;international legitimacy&#8221; which actually represent the political will of Imperialist powers; or the &#8220;democratic projects&#8221; of the US in the region which is in reality a hegemony project.&lt;/p&gt; &lt;p&gt;The aim from the start was to integrate the Zionist entity in the Arab region as a normal state, paving the way for its becoming an axis of economic and political control over its weak and fragmented surrounding. To pass Israel along with its lies and projects, it was necessary to pass more preliminary lies on top of which come the colonialist-made states &lt;br class='autobr' /&gt;
(the Arab states we know today) and its subdivisions (sects, religions, clans, ethnicities). Accepting the colonialist division of the Arab region, and accepting the resulting state as the end of history, means the end of the Arab liberation struggle and its actual death. This will transform the people into isolated social structures with no depth, each having its individual interests to be sought regardless of the collective interest of the people, meaning materially acknowledging the Zionist entity and organically integrating within its project as the only alternative for survival.&lt;/p&gt; &lt;p&gt;I must refer to an important and often disregarded act of normalization that is being calmly passed all over the world, and that is normalizing the political process going on in Iraq under the full control of the US occupation. This process with all its branches (government, parliament, presidency, elections&#8230;) is an illegitimate and abnormal process conducted under the full control and supervision of the occupation and serves its interests. Therefore, dealing with the outcome and representatives of this process is a frank act of normalization, a forgery of comprehension and consciousness, and deeply harms the interests of Iraqis and the Arab liberation struggle in general. This reception of officials representing the political process in Iraq should be confronted as they are clients of the occupation and dealing with them on the official or popular level is an act of support to the occupation and its tools.&lt;/p&gt; &lt;p&gt;Q: Why do the western NGOs concentrate on supporting &#8220;civil society institutions&#8221; in the Arab World, and what is your opinion about their role?&lt;/p&gt; &lt;p&gt;Hisham Bustani: The term &#8220;civil society institutions&#8221; is so vague. I don't feel comfortable with it as it is deemed to replace the concept of popular organizations that are militantly involved in the act of change. In addition, the so-called &#8220;civil society&#8221; is not a unified body, and it does not represent a contradiction, an alternative, or even a parallel phenomenon to the regimes; it is rather a foggy name that designates a number of formations that move with different, and many times conflicting, interests. They also move with different degrees of independence from (or dependence on) local governments or Imperialist powers that finances a lot of organizations that fit under this term.&lt;/p&gt; &lt;p&gt;It is important to point to a certain sector of individual-run institutions that are registered as non-profit companies (which is a frank lie because they make lots of profits!) who are now specialized in what is known as NGO-business. These companies have huge names dealing with human rights, democracy, freedom of press, women rights, children rights and others, and are presented in international meetings are representatives of the &#8220;civil society&#8221;, even though they are owned by individuals, have no general assemblies or elected leadership, and are mainly financed from foreign embassies!&lt;/p&gt; &lt;p&gt;Institutions receiving such funds, will bend to the demands, agendas, and terms of those paying the money, and will eventually become their local tools. If we knew that the biggest fund-suppliers in the Arab region are USAID (a US governmental agency), the embassies of the US and the UK, Ford Foundation (with its proven CIA connections), German foundations connected with the German mainstream political parties (Friedrich-Naumann-Stiftung, Friedrich-Ebert-Stiftung, Conrad Adenaur Foundation), we can easily conclude that the money paid are not your usual charity give-away.&lt;/p&gt; &lt;p&gt;Such institutions play dangerous roles: they conduct research and surveys providing important intelligence information, promote terminology that serves hegemony like &#8220;the middle east&#8221;, &#8220;international legitimacy&#8221;, &#8220;non-violence&#8221;, &#8220;conflict resolution&#8221;, &#8220;two-state solution&#8221;, &#8220;coexistence with Israel&#8221; and so on. They also deal with the issues fragmented and isolated from the general context, for example: taking about democracy without referring to the occupation, this destroys the general context itself and transforms it into isolated non-relevant bits and pieces. Finally, many of such organizations help and support the occupation under the cover of humanitarian work. Let me elaborate on this point: It is well-known that the aim of any resistance is maximize the costs of occupation to a degree exceeding its benefits. It is also known that the occupation force id fully-responsible for the land and people that falls under their occupation regarding security, services, administration and others. NGOs and so-called &#8220;civil society organizations&#8221; comes in with the occupation to implement health, water, sewage and other programs, thus removing a huge load and a huge cost off the occupation force, which will ultimately lead to elongation of the occupation period and comprises a huge help to the occupiers. Such organizations have mushroomed in Palestine and Iraq under the consent of the occupiers.&lt;/p&gt; &lt;p&gt;Q: We'll finish with the issue of Globalization. What does Globalization represent in your opinion, and what are its effects on the Arab World?&lt;/p&gt; &lt;p&gt;Hisham Bustani: To start we must specify a clear definition for the term &#8220;Globalization&#8221; which has become so trendy in the Arab World that everyone talks about it through reflecting their personal definitions and visions of the term, thus removing it from its objective nature to reflect an array of subjective opinions: the overwhelming proliferation of technology (especially communication and media technologies like mobile phones, internet and satellite TV stations), or the global nature of thoughts and ideas, or the transformation of the world into a &#8220;global village&#8221; where its inhabitants can easily interact, get to know each other and talk. Giving Globalizations the former meanings (as an example to the subjective opinions being marketed on that issue) comes in the context of trying to prove that resisting Globalization is useless, and to portray those who call for its resistance as retarded and against progress and development.&lt;/p&gt; &lt;p&gt;The subjective meanings above have no relation to the objective reality of Globalization which is one of the evolutionary phases of Capitalism, where Capital endeavors to remove all laws, regulations, and obstacles that hinders its movement from one place to another for speculation in financial and capital markets, and maximizing profits through &#8220;investing&#8221; in countries that provide cheap labor, have weak trade unions, have no legal protection of man and nature, and where infrastructure, water, electricity and land are provided in &#8220;advantageous prices&#8221; to &#8220;attract&#8221; this Capital.&lt;/p&gt; &lt;p&gt;Globalization did not come by itself a &#8220;natural&#8221; development. It was enforced by the powerful countries through organizations claimed to be &#8220;international&#8221; that in reality represents the interests of these powerful countries such as the World Bank, the International Monetary Fund, the World Trade Organizations and others. This enforcement came through political conditions made by these organizations on loan plans to the poor countries through the following scenario:&lt;/p&gt; &lt;p&gt;The North colonized and occupied the South, ripped off its wealth and resources (and still do till now). As a result, the South became poor, and when its countries wanted to implement development plans, it needed huge loans, so the ex-colonizers loaned them the money from the rip-off proceeds (i.e. loaned them their own money!).&lt;/p&gt; &lt;p&gt;Because the regimes that inherited power from the colonizers in the countries of the South were corrupt and in many instances, puppets to the ex-colonizers, the biggest parts of these loans ended up in the pockets of these ruling regimes and the classes connected to it, which meant more loans and so in, until the South countries (now called the Third World!) became up to its chin in debt that it is no longer able to pay even the interests on these loans.&lt;/p&gt; &lt;p&gt;Through this open door, the powerful countries of the North came in under the excuse of &#8220;helping the poor countries settle their huge debts&#8221; through &#8220;economic restructuring&#8221;, which is the nice name for a fully-blown hegemony project. &#8220;Restructuring&#8221; means three main things:&lt;/p&gt; &lt;p&gt;1- Withdrawal of the state from its responsibilities in the social sector like health, education and others for the benefit of the private sector that cares for nothing but profit.&lt;br class='autobr' /&gt;
2- Privatization of industries, services and other state-owned sectors that was originally built by the money of the people themselves (through taxes and other forms of contribution and funding) in order to finance paying back some of the loan interests, that were originally the result of corruption and failure of development plans.&lt;br class='autobr' /&gt;
3- Amending all economy-related laws so as any regulations, obstructions and protections against outside capital are removed; and introducing new laws such as &#8220;Investment Encouragement Laws&#8221; that in fact give Capital huge tax exemptions and advantageous prices on infrastructure facilities and services, thus the people finance infrastructure projects for the benefit of the Capitalist project that pay no tax, abuse the environment, and exploit the same people who financed the infrastructure of these projects in the first place.&lt;/p&gt; &lt;p&gt;As might be expected under such settings, local industries cannot compete with trans-national corporations that have huge budgets and tremendous capabilities and experiences supported by powerful armies and political wills that only considers what accomplishes its interests with no regard to ethics or rights. This way, the trans-national corporations will prevail on the economic scene of the poor countries without direct colonialism in most of the cases. The following mechanism is often observed:&lt;/p&gt; &lt;p&gt;Trans-nationals will take over mining and exploration industries, in addition to high-profit service sectors (like communications). It makes large savings by using unprotected, cheap third-world labor, and then by exporting and re-exporting, it will sell the same products in these same countries at very high prices after the local competitors are eliminated through dumping, reducing prices below cost for a limited time, taking over competitors among other mechanisms.&lt;/p&gt; &lt;p&gt;In this way, a trans-national sports corporation that manufactures its footballs in Pakistan with child labor paid around one dollar a day, will re-export these same footballs to Pakistan and the rest of the world to be sold at eighty dollars per piece to be bought by the same child who was exploited in it manufacturing!&lt;/p&gt; &lt;p&gt;What is so sarcastic is that these powerful countries preaching deregulation, removing protections on local industries, and promoting removal of state support to farming, industry and other economic activities under the slogans of &#8220;openness&#8221;, &#8220;increasing competition&#8221;, and &#8220;supporting free trade&#8221;; practice themselves economic protection and support policies!! Well known examples are: the problems between Europe and the USA on the latter's protection of its steel industry rendering EU steel uncompetitive; the North's demand that countries of the South should abolish all forms of support to farming (which is the main economic activity in the South) in order to overwhelm it with the farming products from the north which is completely state-supported (EU governments as an example spend two euros per day on each EU cow!).&lt;/p&gt; &lt;p&gt;More examples: In France, the government intervened &#8220;with all its weight&#8221; to prevent the Italian company Enel from taking over the French electricity and water company Suez, and gave instruction for a merge between Suez and the governmentally-owned Gaz de France. French Prime Minister Dominique de Villepin stated that this step is important because &#8220;of the strategic importance of energy to France&#8221;, whereas Italy considered this action as extreme as &#8220;an act of war&#8221;, while Enel's CEO Fulvio Conti regarded this action as an act of &#8220;nationalizing&#8221; Suez. Another event in Spain, where the government there is trying to obstruct a take over of a local energy company (Endesa) by the German E.ON Energie. In addition, the Spanish government stated that it will expand its authorities to prevent foreign corporations from owning Spanish energy firms. In another example, the US administration obstructed the taking over of a corporation from Dubai of a US port-management deal.&lt;/p&gt; &lt;p&gt;In conclusion, Globalization is a mechanism to facilitate the hegemony of the Capitalist trans-national corporations, and to increase their profits by ripping off the world and exploiting the people via transforming them into consuming slaves. Globalization is not the enemy to be confronted, simply because it is a mechanism, a tool, and it is useless to fight a tool, you have to fight the one using the tool, and in this instance, it is Capitalist Imperialism. Therefore, I think that the slogans &#8220;anti-globalization&#8221; or &#8220;confronting globalization&#8221; are illusive, because as I said, globalization is a tool of Imperialism, so the thing to do is to confront Imperialism itself not its tools.&lt;/p&gt; &lt;p&gt;Another mix of concepts is made by those who divide Globalization into many &#8220;globalizations&#8221;: economic globalization, cultural globalization, military globalization and so on. This is also an illusive division to portray that &#8220;not all aspects of globalization are bad, only some are&#8221;. Globalization is an economic phenomenon as I clarified above, but to support it you need additional tools like culture, military and others.&lt;/p&gt; &lt;p&gt;For example: For the beauty industry to sell thousands of billions of dollars worth of commodities, it must market a certain trend of clothing, a certain set of beauty &#8220;values&#8221;, what is acceptable and what is not acceptable, and for that it mobilizes huge armies of models, singers, performers, magazines, video clips, satellite stations, creating by this its own &#8220;culture&#8221;, which in reality is not a culture but a consumerist propaganda that drives people to spend money for the benefit of the manufacturers and promoters of this propaganda who earn their profits from nothing! Same applies on food trends (McDonalds, Burger King, Coca Cola, Pepsi...etc all create and promote certain life-styles and habits to maximize their sales, and thus their profits), Mobile phones, and other commodities that are transformed into buy-or-die items.&lt;/p&gt; &lt;p&gt;Military intervention comes to settle issues were political and economic intervention failed. The example of Iraq is very illustrating, were corporations like Bechtel and Halliburton followed the soldiers to the oil wells and infrastructure projects.&lt;/p&gt; &lt;p&gt;I will now approach another aspect of the question: the effect of Globalization on the Arab World.&lt;/p&gt; &lt;p&gt;The ruling regimes in the Arab Homeland are similar to those prevalent in the third world: they are a continuation of the colonialist era, and integrated in the interests of the Imperialist powers. Due to their political and economic subordination with Imperialism, these regimes do not represent the interests of their people, but rather the interests of the powerful states and the trans-national corporations. These interests develop and change, which means that these regimes are discussable and changeable when maintaining Imperialist interests needs different approaches. This makes these regimes subjects for continuous embezzlement from the outside and continuous fear from the inside. This results in a complete subordination to the outside and a tight security fist for the inside. This is first effect of globalization (=Imperialism) on the Arab Homeland.&lt;/p&gt; &lt;p&gt;The second effect is the complete and final discarding of independent local development programs, opening local markets, removing protection on local industries and services, in addition to selling out the public-owned establishments. This automatically led to the loss of state control over the economy resulting in a huge increase in prices, inflation accompanied by stability or even a decrease in salaries, laying off large numbers of workers, and the absence of real work possibilities resulting in the state-led propaganda of &#034;overcoming the culture of shame&#034; that calls on university graduates to become 100$/month slaves at the Zionist and trans-national industries in Jordan's Qualified Industrial Zones (QIZs).&lt;/p&gt; &lt;p&gt;The third effect is that the state discovered that it has no sources of income after privatization and selling-out the public sector (one of the most income-generating sectors for the state), canceling taxes and customs barriers due to its commitment to free-trade agreements (another source of income), removing taxes on foreign capital to &#034;attract&#034; investment (a third source of income). The only source of income left is taxes collected from the people, and traffic tickets! So the regimes stopped subsidizing essential commodities, introduced a &#034;sales tax&#034; and increased it many times (now in Jordan it is 16% on any purchased item), became very strict on income tax, and the entire government sector became a money-collection frame that provides no services.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;So under globalization, the state:&lt;/p&gt; &lt;p&gt;&lt;/strong&gt; 1- Transformed into a facilitator for Capitalism and its exploitation of workers, people and resources through changing legal frameworks and removing protections and controls while taking commissions in return in the form of aid or benefits or others.&lt;br class='autobr' /&gt;
2- Provides no services since it abandoned its social tasks to the private sector.&lt;br class='autobr' /&gt;
3- Collects money from the people in order to implement these points!!&lt;/p&gt; &lt;p&gt;It is the smartest work of deception in history: the people financing their own destruction, exploitation and transformation into consumerist slaves!!&lt;/p&gt; &lt;p&gt;The Arab people and the people of the world in general have no interest in such a system. What is needed is not to follow Imperialism and its globalization, but rather going for independent development and detachment from dependence. Anyone claiming this to be impossible should refer to the experiences of Venezuela, Bolivia and Cuba who still hold in the face of US embargo that maybe the longest in history.&lt;/p&gt; &lt;p&gt;What is impossible in the Arab region is that such independent development be accomplished on the individual state level, that is why the Arab regimes work hard to promote the current Arab states as an ultimate horizon and a final status, meaning in reality eternalizing dependence and subordination and as a result, maintaining the interests of the ruling classes. What we need is to throw the &#034;Arab states horizon&#034; in the trash can and going back to a pan-Arab approach. My opinion as a Marxist is that to confront Imperialism, Zionism and their tools in the Arab region (the Arab regimes), the exploited people should unite to form the propeller for revolution.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Nieuw Nederlandstalig boek over Hamas vers&lt;/strong&gt;chenen&lt;/p&gt; &lt;p&gt;Bij Aspekt is kort geleden het volgens deze uitgever eerste Nederlandstalige boek over Hamas verschenen, &#8216;Hamas portret en achtergronden'. Het boek is gepubliceerd in de Cidi-informatiereeks, &#8216;die het inzicht in het Midden-Oosten verdiept'. De auteur, Wim Kortenoeven werkt zelf voor het Cidi, als &#8216;researcher', en redacteur. Hij schreef in 2005 &#8216;De Kern van de zaak', &#8216;feiten en achtergronden van het Arabisch Isra&#235;lisch conflict'. Het moet gezegd dat Kortenoeven met dit nieuwe boek een prestatie van formaat geleverd heeft, al schuilt die niet in de opbouw. Die doet rommelig aan, is nu eens thematisch en dan weer chronologisch, een schrijfstijl die ook &#8216;De Kern van de zaak' kenmerkte. Kortenoeven springt graag van de hak op de tak, wisselt citaten af met documenten en grote lijnen met details en uitweidingen. Zijn betoog werkt vermoeiend, door de bijna als een Sterspot herhaalde boodschap- &#8216;Hamas bestaat louter uit een bende onverbeterlijke moordenaars'- en door een zekere willekeurigheid van het rond die boodschap heen bijeengebrachte materiaal.&lt;/p&gt; &lt;p&gt;De auteur kondigt in zijn voorwoord aan, als opmaat naar beter begrip van denken en doen van Hamas, uitgebreid aandacht te besteden aan wat hij noemt &#8216;de gecompliceerde achter-gronden van het Arabisch Isra&#235;lisch conflict' en de &#8216;joodse en islamitische opvattingen over politiek en staat en die over internationale respectievelijk intermenselijke verhoudingen'. Voorwaar een heel programma. De vraag rijst wat hij kan bedoelen met &#8216;de' joodse opvat-tingen over deze onderwerpen, waar onder joden zelf het sleetse grapje de ronde doet dat, indien twee van hen bijeen zijn, drie meningen te beluisteren vallen. Kortenoeven behandelt er enkele van, in een paar pagina's, maar onder &#8216;joodse opvattingen' hebben wij in dit boek toch vooral de opvattingen van het Cidi te verstaan, en meer in het bijzonder die van Wim Kortenoeven.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Hoe Hamas te begrijpen als de Isra&#235;lische bezetting buiten beeld blijft?&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;De in het oog vallende prestatie evenwel is, dat het hem lukt om niet &#233;&#233;n keer in zijn boek de term &#8216;bezetting' te laten vallen, behalve in een zijdelingse voetnoot over de periode 1949-1967, toen Jordani&#235; de Westelijke Jordaanoever en Egypte de Gazastrook &#8216;bezet' hielden. De Isra&#235;lische bezetting van de Palestijnse gebieden echter, de moeder van alle bezettingen en het werkelijk belangrijke feitencomplex voor wie wil bijdragen aan de kennis over Hamas, komt als begrip in het boek niet voor. Dat is geen toeval, en nog minder een domheid van Kortenoeven; hieruit spreekt zijn overtuiging dat er, in weerwil van het internationale recht niet zoiets bestaat als een Isra&#235;lische bezetting. Het is een overtuiging die hij nergens nadrukkelijk als zodanig onder woorden brengt, maar die zich laat afleiden uit het vermijden van de term, en uit de wijze waarop hij zijn kijk op de doelstelling van Hamas formuleert. Hamas, schrijft hij, &#8216;keert zich niet tegen de al dan niet rechtmatige Isra&#235;lische controle van bepaalde in 1967 veroverde gebieden tussen de Middellandse zee en de Jordaan, maar tegen het bestaan van de in 1948 gestichte staat Isra&#235;l als zodanig'. Wat het gros der ter zake kundigen &#8216;bezetting'noemt, heet derhalve bij Kortenoeven &#8216;de al dan niet rechtmatige Isra&#235;lische controle&#8230;van bepaalde gebieden'. Het is precies dit judocentrische standpunt, deze permanente en pertinente ontkenning van rechten van anderen, dat de bron is van de problemen rond Isra&#235;l, en van de grote woede onder Arabieren en Palestijnen. De laatsten dragen de dagelijkse last van deze &#8216;controle', die voor hun niet anders is dan een verstikkende bezetting, zonder perspectief op een eigen, politiek zelfstandige, economisch levensvatbare en territoriaal aaneengesloten staat.&lt;/p&gt; &lt;p&gt;Kortenoeven weigert vanuit zijn optiek daar oog voor te hebben, wat voor een researcher niet erg onbevangen aandoet. Voor hem is Hamas slechts een terreurbeweging, -en laat daar geen misverstand over zijn: ook als terreurbeweging heeft Hamas zijn sporen meer dan verdiend-, die &#8216;moord op joden' in het vaandel heeft geschreven, en op langere termijn een agenda voert, waarin zij wil bijdragen aan een islamitisch wereldrijk. De bordjes zijn op verrassende wijze verhangen: hier worden in een Cidi-uitgave al op pagina 1 Arabieren er van beschuldigd, naar wereldheerschappij te streven.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Hamas een tak van de Islamitische broederschap?&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Ondanks de pretentie om context en achtergrond te geven, blijft de veruit belangrijkste factor, de Isra&#235;lische bezetting, dus onbesproken, en zelfs onbenoemd. Hamas lijkt bij Kortenoeven te zijn ontstaan als voortzetting van filosofisch-religieus gedachtegoed, maar in een politiek-sociaal vacu&#252;m. Om de bezetting als belangrijkste &#8216;raison d'&#234;tre' van Hamas buiten beeld te houden, doet Kortenoeven veel moeite om de ideologische oorsprong van Hamas, zoal niet tot de tijden van de profeet, dan toch in ieder geval tot 1928 terug te voeren, het oprichtingsjaar van de Moslimbroederschap, waarvan Hamas een Palestijnse tak zou zijn. In Kortenoevens merkwaardige formulering: &#8216;Hamas is een functioneel uitgroeisel van de al sinds 1945 bestaande Palestijnse afdeling van de oorspronkelijk Egyptische Moslimbroederschap'. Ook bij de offici&#235;le presentatie van het boek ten kantore van het Cidi werd van dat punt, de Moslimbroederschap als oorsprong van Hamas, veel werk gemaakt; er was zelfs een minzame Isra&#235;lische universitair docent, Uri Kupferschmidt, uitgenodigd om deze bewering te staven, maar hij ging er niet erg van harte in mee. Uit zijn genuanceerde lezing werd duidelijk dat niet van &#8216;de' Moslimbroederschap gesproken kan worden, zo uiteenlopend zijn in de loop van tachtig jaar de maatschappelijke reacties geweest op de omstandigheden en ontwikkelingen in de diverse Arabische landen, landen die wij in ons denken veel te makkelijk op &#233;&#233;n hoop gooien, en als &#8216;onveranderlijk'beschouwen.&lt;/p&gt; &lt;p&gt;In het boek zelf is de bewijsvoering gestoeld op artikel 2 van het handvest van Hamas, waarin inderdaad met woorden teruggevallen wordt op de Broederschap, maar er is meer nodig dan woorden, om een materieel verband te leggen. In dat opzicht is het betoog in het boek niet erg overtuigend, wat niet verbaast als we met een &#8216;functioneel uitgroeisel' te maken hebben, van een afdeling uit 1945 van een beweging uit 1928. Om nog een andere reden, dan om de relatie tussen Hamas en de bezetting weg te poetsen, is het leggen van een verbinding met de Moslimbroederschap voor Kortenoeven aantrekkelijk; het strookt met zijn ook al weer niet met zoveel woorden uitgesproken maar om de hoek liggende opvatting, dat we met Arabieren al gauw van doen hebben met onverbeterlijk haatdragende, amper tot reflectie, verandering, pragmatisme, compromis of realiteitsbesef in staat zijnde lieden, die vaak een geloofsinter-pretatie aanhangen die zich onderwerping van tegenstanders tot hoogste doel heeft gesteld.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Het Hamashandvest&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;In die zin ook analyseert hij het roemruchte oprichtingshandvest van Hamas, uit 1988, als een uit zijn aard niet voor enigerlei vorm van aanpassing vatbaar oorlogszuchtig document. Zijn werk is zelfs geschreven rond het Handvest; hij wijdt er een kwart van het boek aan. In zijn analyse van het Handvest openbaart zich naast de negatie van de bezetting een tweede ernstige tekortkoming van deze studie en van haar auteur: hij realiseert zich niet, dat er inmiddels ook bij Hamas een in documenten vastgelegde aanzienlijke evolutie van opvattingen en strategie&#235;n heeft plaatsgehad. Daarover hieronder meer. Het komt hem niet uit; het zou de boodschap die de researcher er in wil hameren, Hamas is een onverbeterlijke terreurorganisatie, wegslaan. Zo doet zich de paradox voor, dat de opvatting van Kortenoeven over Hamas onwrikbaarder blijkt, dan de opvattingen van Hamas over haar eigen rol en strategie. Natuurlijk heeft Kortenoeven een punt als hij daartegenover stelt, dat het Handvest nooit herroepen is, maar een open houding zou bijvoorbeeld zijn, te analyseren hoe de diverse documenten zich dan wel tot elkaar verhouden. Dat is veel gevraagd van een auteur die zelfs nu nog twijfels uit over de vraag of de PLO eigenlijk wel ooit echt h&#224;&#224;r handvest heeft herroepen.&lt;/p&gt; &lt;p&gt;Zo ver komt Kortenoeven ten aanzien van Hamas niet eens: zijn boodschap is dat Hamas het weliswaar uit tactische overwegingen kan opbrengen tijdelijk haar doelen bij te stellen, maar geen afstel kent, en op een geschikt moment alsnog zal toeslaan. De Hoedna, de langdurige wapenstilstand die Hamas bij verscheidene gelegenheden heeft voorgesteld, wordt een enkele maal ook door Kortenoeven genoemd. De idee is dat beide partijen langdurig afzien van wederzijds geweld, en in die periode politieke onderhandelingen voeren over hun geschil-punten. Dat is in zijn ogen niet anders dan een arglistige opzet, kwaadaardige misleiding om het einddoel, de vernietiging van Isra&#235;l, op een ander moment alsnog te realiseren. Hier openbaart zich de paradox waartoe de argwaan leidt: Hamas valt voor geen stuiver te vertrouwen als het over vrede spreekt, maar op haar woorden over verzet en vernietiging kunnen we voor 100 procent afgaan. Het is Kortenoeven die als ingewijde de woorden voor ons duiden zal. De Hoedna, zei hij bij de presentatie van zijn boek, is een instrument om oorlogsdoelen te bereiken, en niet een instrument om vrede te bewerkstelligen. Het is een bekend mechanisme, waarvan de auteur hier blijk geeft: doelen aan de eigen kant legitimeren door de ander op voorhand als inherent onbetrouwbaar af te schilderen. Kortenoevens kant is die van het expansionistisch Zionisme; die beweging verdraagt geen Hoedna, en al helemaal geen politieke onderhandelingen over de geschillen met de Palestijnen.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Hamas in eigen woorden&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Kortenoeven heeft evenmin aandacht voor het uitgebreide sociale opbouwwerk van Hamas; in zijn ogen is de organisatie ook in dat opzicht niet anders dan de vos die de passie preekt. Hij probeert in zijn boek bijna overijverig de onverbeterlijke oorlogszuchtigheid van Hamas te bewijzen; woorden als de volgende, van eerste minister Haniyeh, in de Guardian van 31 maart 2006, gaan aan hem voorbij. Haniyeh reageerde op de verkiezingsoverwinning van Olmert, en diens toen nog actuele maar inmiddels verlaten plan, de bezetting te consolideren, onder het mom van &#8216;eenzijdige terugtrekking'. &#8216;Geen plan zal werkbaar blijken' zei Hanieyh, &#8216;als er geen garantie gegeven wordt dat, in ruil voor het stopzetten van de vijandelijkheden van beide kanten, Isra&#235;l zich volledig zal terugtrekken van al het land dat het in 1967 heeft bezet, met inbegrip van Oost-Jeruzalem; dat al onze gevangenen worden vrijgelaten; dat uit alle nederzettingen alle kolonisten zullen vertrekken, en dat het recht van alle Palestijnse vluchtelingen op terugkeer wordt erkend'. Wat ook het oordeel mag zijn over deze eisen, die overigens nauw aansluiten bij het internationale recht, hier staat niet dat heel Palestina &#8216;bevrijd' moet worden, noch dat Isra&#235;l zou moeten verdwijnen. Even verderop schrijft Haniyeh: &#8216;Wij van Hamas, wij zijn voor vrede en wij willen een eind maken aan bloedvergieten. Wij hebben meer dan een jaar een eenzijdige wapenstilstand in acht genomen, zonder wederkerig antwoord van de Isra&#235;lische kant. De boodschap van Hamas en de Palestijnse Autoriteit aan de invloedrijke machten is aldus: spreek ons niet langer aan op Isra&#235;ls &#8216;recht van bestaan', of op be&#235;indiging van ons verzet, totdat u een toezegging van de Isra&#235;li's hebt verworven, zich terug te trekken van ons land, en onze rechten te erkennen'. (&#8230;) &#8216;Vreedzame middelen kunnen werken, als de wereld bereid is zich te binden aan een constructief en eerlijk proces, waarin wij en de Isra&#235;li's behandeld worden als gelijken. Wij zijn de racistische benadering door het Westen van dit conflict, waarin de Palestijnen als minderwaardig worden beschouwd, zat en beu. Hoewel wij de slachtoffers zijn, strekken wij onze hand uit in vrede, maar alleen als die vrede gepaard gaat met rechtvaardigheid. Maar als de Israeli's doorgaan met onze mensen aan te vallen en te doden, onze huizen te verwoesten, ons sancties op te leggen, ons collectief te straffen, en mannen en vrouwen gevangen te zetten die hun recht op zelfverdediging uitoefenen, hebben wij alle recht van de wereld om met alle beschikbare middelen te reageren'. En hij eindigt met: &#8216;Dit is een geschikt moment om vrede te sluiten, als de wereld vrede nastreeft'. Ferme taal, taal die duidelijke eisen formuleert jegens Isra&#235;l, maar geen onverzoenlijke taal, geen taal die vernietiging van de tegenstander predikt, terwijl toch toen de boycot van Hamas, gericht op het onderuit halen van de gekozen Palestijnse regering, al in volle gang was gezet. De recente regeringsverklaring van Haniyeh ademt eenzelfde sfeer. Geen blind geweld, geen overgave, maar een vergelijk op basis van wederzijdse erkenning van bestaansrecht en het recht op een eigen staat.&lt;/p&gt; &lt;p&gt;Hoe zou Isra&#235;l, hoe zou Kortenoeven reageren, als het Westen een totale economisch-financi&#235;le en politiek-diplomatieke boycot van Isra&#235;l afgekondigd zou hebben, de bewegingsvrijheid van alle Isra&#235;li's tot het uiterste zou beperken, hun steden zou omsingelen en naar willekeur binnenvallen, gekozen Isra&#235;lische parlementari&#235;rs en benoemde ministers zou arresteren, alles met het motief dat nu eerst onverwijld al het bezette land ontruimd en het recht op zelfbeschikking van de Palestijnen in een eigen staat erkend diende te worden, en alle met de Palestijnen gesloten overeenkomsten, met name Oslo, nauwgezet nageleefd behoren te worden? Het laat zich raden, Kortenoevens verongelijktheid zou geen grenzen kennen. En dat terwijl Isra&#235;l openlijker, in woord en metterdaad, de vernietiging van Hamas belijdt, dan omgekeerd.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Anderen over Hamas&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Behalve uitingen als deze van Haniyeh, negeert Kortenoeven zo goed als geheel de inhoud van drie belangrijke documenten, die een ander licht werpen op Hamas. In de Palestine Review van zomer 2006 wijdt de Hamaskenner Khaled Hroub, -die in het register van Kortenoever niet voorkomt-, een lang artikel aan deze drie documenten, die veel recenter zijn, dan het Handvest van 1988. Het gaat om het verkiezings-programma van Hamas uit het najaar 2005, en het Hamas-programma voor een regering van nationale eenheid uit maart 2006. Volgens Hroub het belangrijkste van de drie is de regeringsverklaring van premier Haniyeh van 27 maart 2006, in samenhang met diens kabinetsprogramma. Het zijn documenten waaraan in het westen amper aandacht besteed is, in die zin staat Kortenoeven niet alleen. Hroub, na een lange, nauwgezette en evenwichtige analyse, waarin hij Hamas zijn kritiek niet spaart, en voorzien van uitgebreide citaten, geeft het volgende voorzichtige eindoordeel. &#8216;(&#8230;)het kabinetsprogramma dat Haniyeh presenteert, toont erg weinig neiging om nog radicale posities in te nemen. Het is van grote betekenis dat de belangrijkste verwijzing naar vormen van verzet, betrekking heeft op het belang daarvan in het verleden. De nadruk in deze nieuwe fase ligt op staatsvorming'. (&#8230;) &#8216;Toespelingen op religieuze thema's spelen geen grote rol'. En, zonder Kortenoeven te kennen, schrijft Hroub: &#8216;Het lijdt geen twijfel, dat velen &#8211;hij heeft het oog op de seculiere krachten binnen de Palestijnse bevolking en de Arabische wereld- zeer sceptisch blijven tegenover Hamas' nieuwe gezicht (zoals dat uit de documenten naar voren komt). Zij vermoeden een opzet om de macht te winnen, door de werkelijke agenda te verhullen'. (&#8230;) Hroub gaat verder: &#8216;Het afnemend belang van verwijzingen naar de Islam moet deels beschouwd worden in het licht van electorale en post-electorale motieven'. (&#8230;) Maar het is evenzeer waar dat de &#8216;nieuwe' taal die gesproken wordt steeds minder een religieuze klank heeft, en verwijst naar echte en zich opstapelende veranderingen binnen Hamas, om te zwijgen van toenemend pragmatisme en flexibiliteit op politiek gebied'. Elders zegt Hroub, dat Isra&#235;l en de Verenigde staten er op uit zijn Hamas terug te dringen in de rol van radicale beweging, en hij vraagt zich af, waar zij nu meer bij gebaat zijn: bij een Hamas dat met een bepaalde retoriek de macht uitoefent, maar zich praktisch aan een wapenstilstand houdt, of een retorisch en militant Hamas, dat eenmaal uit de macht gestoten, mogelijk slechts een stap verwijderd is van hervatting van de moord-aanslagen. Gezien het grote politieke en diplomatieke profijt dat Isra&#235;l gehad heeft bij de Palestijnse moordaanslagen, zou het niet hoeven verbazen, als de Isra&#235;lische leiding de cynische afweging maakt, dat er meer te winnen valt bij een militante Hamas dan bij een politieke, en dat de baten daarvan opwegen tegen de prijs, de dood van Isra&#235;lische burgers. Zo zijn er &#8211;moeilijk te bewijzen- berichten opgedoken, als zou juist de Isra&#235;lische regering kort geleden een door bemiddeling tot stand gebrachte deal met Hamas tot vrijlating van korporaal Gilad Shalit, op het laatste moment hebebn afgezegd.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Cidi en het Isra&#235;lisch Palestijns conflict&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Hoe wijs is het dat het Cidi zijn naam verbonden heeft aan dit boek, &#8216;Hamas portret en achtergronden' en de monotone boodschap die het behelst? Het werd bij het Cidi ten doop gehouden, en verschijnt in een door het Cidi mede uitgegeven boekenreeks. Verbazen doet het niet: het Cidi, is onder de naam Informatie- en Documentatiecentrum, niet zo neutraal als die woorden suggereren; het is in de eerste plaats een lobby-organisatie met het uitgesproken doel, om doen en laten van de Isra&#235;lische regering tegenover het Nederlandse publiek te rechtvaardigen en het Nederlandse beleid zo veel mogelijk in &#8216;pro-Isra&#235;lische richting' &#8211;of wat daarvoor door gaat- te be&#239;nvloeden. Anderzijds: Cidi-directeur Naftaniel belijdt openlijk de wenselijkheid van &#8216;een twee-statenoplossing', al laat hij zich over de vorm en omvang van de Palestijnse staat aanzienlijk minder duidelijk uit. Kortenoeven, de Cidi researcher &#8211;alweer zo'n ogenschijnlijk neutrale term- is op zo'n gedachte niet te betrappen. Dat betekent dat er bij het Cidi verschillend over de Palestijnse staat gedacht wordt, en dan hoort het woord van de directeur te gaan boven dat van een medewerker. In dat geval is het een domheid dat het Cidi aan deze publicatie heeft meegewerkt, want dat ondermijnt de geloofwaardigheid van de boodschap van de directie. Nu moet gezegd dat die toch al niet heel groot is: wie de twee-staten oplossing bepleit, maar steevast nalaat wat dan ook te kritiseren dat die oplossing van Isra&#235;lische kant belemmert, zoals het uitbreiden van bestaande en het bouwen van nieuwe nederzettingen, het oprichten van het afscheidingshek op Palestijnse grond, het isoleren van een gekozen Palestijnse regering en het blokkeren van elk politiek proces, die overtuigt niet. Alles afwegende dringt de conclusie zich op, dat het Cidi minder ver af staat van de inhoud van dit boek, dan het lijkt, als de directeur spreekt over een &#8216;tweestaten-oplossing'. Het zou wenselijk zijn, dat een organisatie die zo'n belangrijke rol wil spelen in de voorlichting van het Nederlandse publiek met betrekking tot het Isra&#235;lisch Palestijns conflict, hier hom of kuit geeft, en ons niet laat gissen naar haar ware voorkeuren en intenties. Als die duidelijkheid er komt, heeft het boek van Kortenoeven toch in &#233;&#233;n opzicht nog een informerende werking gehad.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Conclusie&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Over Hamas is intussen goede Engelstalige literatuur beschikbaar, die door het eerste Nederlandstalige boek allerminst overbodig geworden is, integendeel. De vergelijking gaat scheef maar is te aardig om te laten liggen: de verklarende kracht die in &#8216;Hamas portret en achtergronden' aan het Hamas-handvest toegeschreven wordt om politieke ontwikkelingen in het Midden Oosten te duiden, heeft veel weg van een boek over het Communistisch Manifest dat anno 2007 pretendeert de Russische politiek te ontmaskeren, alsof die gericht is op vernietiging van het Westen en overheersing van de wereld.&lt;/p&gt; &lt;p&gt;Jaap Hamburger, Amsterdam&lt;/p&gt;

Israeli Committee for Right of Residency&lt;/p&gt; &lt;p&gt;18 March 2007&lt;/p&gt; &lt;p&gt;``Silent&#034; expulsion of Palestinians holding foreign passports from the Palestinian Territory, occupied by Israel.&lt;/p&gt; &lt;p&gt;A Draconian change in the policy of the Israeli government with respect to residency and visitation in the Occupied Palestinian Territory (OPT) has been implemented, since sometime in early 2006, by means of a change in practices at the border entry points. People of Palestinian ethnicity holding foreign passports are subjected to denial of permission to enter or reenter or to prolong their stay even if they have lived in the OPT for many years, and established family, business, or employment.&lt;/p&gt; &lt;p&gt;This intolerable situation would never have arisen if the Oslo accords which determine the relationship between Israel and the Palestinian Authority had assigned responsibility for entry and residency in the OPT to the Palestinian Authority. The present policy is, in itself, a violation of the existing Oslo accords in that the interim agreement states clearly that entry to the OPT via Israel for citizens of countries with which Israel has a visa agreement requires only a valid passport of the specific country. Subsequent Israeli court decisions have validated this position. It is also unacceptable that no procedure exists for the acquisition of permanent residency on the basis of marriage or employment that would be compatible with international standards. One is driven to the conclusion that denial of foreign passport-holding members of Palestinian society from entering or remaining in the OPT, even though that required periodic renewal of temporary visas, which had been in place for many years, is indicative of a subtle policy of ethnic cleansing aimed at a vital component of Palestinian society whose contribution to public welfare is essential. Those subject to this discrimination include business persons, professionals and academics whose role in the economy, medicine, public health, education and general well-being of society is most significant.&lt;/p&gt; &lt;p&gt;To appreciate the devastating scope of the severe measures that are now being applied please examine the Statement of the Presidents of the Palestinian Universities,&lt;br class='autobr' /&gt;

You may also read this article, as well as a more detailed presentation of the subject matter, in &lt;a href=&#034;http://kibush.co.il/show_file.asp?num=18576&#034; class='spip_url spip_out auto' rel='nofollow external'&gt;http://kibush.co.il/show_file.asp?num=18576&lt;/a&gt;&lt;/p&gt; &lt;p&gt;An ad hoc committee of concerned Israeli citizens (academics, physicians, human-rights activists), the Israeli Committee for the Right of Residency (ICRR), has been formed to try to reverse this plight of the Palestinian People. It is the Committee's firm belief that this officially unannounced , but cruelly implemented, policy is designed to destroy the establishment of a viable Palestinian civil society with a functional economy and active cultural, academic and health sectors. The aim appears to reduce the quality of life in the OPT so as to induce people to leave.&lt;/p&gt; &lt;p&gt;In the wake of repeated protests by the diplomatic corps, to which the ICRR has turned for support, of Israel's treatment of their citizens, the military Coordinator of Government Activities in the (Palestinian) Territories [CoGAT] recently issued a directive creating an impression that the harsh entry and residency restrictions have been relaxed. Not only haven't these quite inadequate directives been implemented yet, but the ICRR has questioned the legality of the directives. A more recent letter addressed to the foreign diplomatic missions in Israel by the head of the consular department of the Israeli Ministry of Foreign affairs is not only inconsistent with CoGAT's directive; It further restricts the kinds of people whose entry applications will be considered. We are highly concerned that unless institutions and peoples of the European Union (we would hope along with the rest of the international community) intervene, tens of thousands of highly productive foreign passport-holders, and hundreds of thousands of their immediate family members would be expelled from the OPT. Their banishment would leave behind an even more impoverished society and economy, as well as depleted academic and medical institutions.&lt;/p&gt; &lt;p&gt;Having addressed leading Israeli politicians (who ignored our repeated appeals), as well as leaders of Israeli academia (to whose response we are still waiting) and diplomatic missions in Israel, we are now appealing to you, women and men of good will in the international academic and civil community, to express your concern to the government of Israel.&lt;/p&gt; &lt;p&gt;The issue we address is at the heart of any future hope for a peaceful solution of the Middle East crisis.
