A warlike attack against aid ships and deadly shooting at peace and humanitarian aid activists
It is a crazy thing that only a government that crossed all red lines can do

"Only a crazy government that has lost all restraint and all connection to reality could something like that - consider ships carrying humanitarian aid and peace activists from around the world as an enemy and send massive military force to international waters to attack them, shoot and kill.

“Noone in the world will believe the lies and excuses which the government and army spokesmen come up with,” said former Knesset member Uri Avnery of the Gush Shalom movement. Gush Shalom activists together with activists of other organizations are to depart at 11:00 from Tel Aviv to protest in front of the prepared detention facility where the international peace activists will be brought.

Greta Berlin, the spokeswoman for the flotilla organizers located in Cyprus, told Gush Shalom activists that the Israeli commandos landed by helicopter on the boats and immediately opened fire.

This is a day of disgrace to the State of Israel, a day of anxiety in which we discover that our future was entrusted to a bunch of trigger-happy people without any responsibility. This day is a day of disgrace and madness and stupidity without limit, the day the Israeli government took care to blacken the name of the country in the world, adding convincing evidence of aggressiveness and brutality to Israel's already bad international image, discouraging and distancing the few remaining friends.

Indeed, today a provocation took place off the coast of Gaza - but the provocateurs were not the peace activists invited by the Palestinians and seeking to reach Gaza. The provocation was carried out by Navy ships commandos at the bidding of the Israeli government, blocking the way of the aid boats and using deadly force.

It is time to lift the siege on the Gaza Strip, which causes severe suffering to its residents. Today the Israeli government ripped the mask of its face with its own hands and exposed the fact that Israel did not “disengage” from Gaza. Real disengagement from the area does not go together with blocking the access to it or sending soldiers to shoot and kill and wound those who try to get there.

The State of Israel promised in the Oslo Accords 17 years ago to enable and encourage the establishment of a deep water port in Gaza, through which Palestinians could import and export freely to develop their economy. It's time to realize this commitment and open the Port of Gaza. Only after the Gaza port will be open to free and undisturbed movement, just like the Ashdod and Haifa ports, will Israel really have disengaged from the Gaza Strip. Until then, the world will continue - and rightly so - to consider the Gaza Strip under Israeli occupation and the State of Israel as responsible for the fate of the people living there.

זהו יום של חרפה למדינת ישראל, יום של חרדה בו אנו מגלים כי עתידנו הופקד בידי חבורה של אנשים חסרי כל אחריות שידם קלה על ההדק. זהו יום הוא יום של בושה וחרפה וגם שיגעון וטפשות ללא גבול, יום בו דאגה ממשלת ישראל להשחיר את שמה של המדינה בעולם כולו, לספק הוכחות חדשות ומוחצות לתדמית הכוחנית והברוטאלית שכבר יצאה לישראל בזירה הבינלאומית, לייאש ולהרחיק את מעט הידידים שעוד נותרו לה.

אכן, היום התבצעה פרובוקציה מול חופי עזה – אך הפרובוקטורים לא היו פעילי השלום שביקשו להגיע לעזה על פי הזמנתם ובקשתם המפורשת של התושבים הפלסטינים. את הפרובוקציה ביצעו ספינות חיל הים וחיילי הקומנדו, במצוותה של ממשלת ישראל, כאשר חסמו את דרכן של הספינות והפעילו כוח קטלני.

הגיע הזמן להסיר את המצור על רצועת עזה, הגורם סבל קשה לתושביה. היום קרעה ממשלת ישראל במו ידיה את המסכה מעל פניה וחשפה את העובדה כי מדינת ישראל לא “התנתקה” מעזה. מי שהתנתק באמת משטח אינו חוסם את הדרכים לשטח הזה ואינו שולח חיילים להרוג ולפצוע את כי מי משנסה הלגיע אליו.

מדינת ישראל התחייבה בהסכמי אוסלו לפני 17 שנה לאפשר וגם לעודד הקמת נמל עמוק מים בעזה, דרכו יוכלו הפלסטינים לייבא ולייצא באופן חופשי ולפתח את כלכלתם. הגיע הזמן לממש את ההתחייבות הזאת ולפתוח לרווחה את נמל עזה. רק ברגע שיפתח נמל עזה לתנועה חופשית ובלתי מופרעת, בדיוק כמו בנמל אשדוד ובנמל חיפה, תסתיים באמת התנתקותה של ישראל מרצועת עזה. עד אז, ימשיך העולם – ובצדק – לראות את רצועת עזה כנתונה לכיבוש ישראלי ואת מדינת ישראל כאחראית לגורל התושבים בה.

A Traditional Bedouin Sowing Day in the Negev

יום זריעה בדווית מסורתית בנגב

יום שבת, 16 בדצמבר, בשעה 11:00

בני שבט אלעוקבי מתכבדים להזמין את הציבור הרחב ליום פעילות של זריעה בדווית מסורתית באדמות המשפחה באל עראקיב (כ - 5 ק"מ דרומית לעיר רהט). ביום הפעילות נזרע כמאתיים דונם של חיטה בשיטת זריעה ידנית ומסורתית. המשתתפים יקבלו הסברים כיצד מתבצעת הזריעה ולאחר מכן יוכלו להתנסות בעצמם בזריעה.

מדי שנה משמיד מינהל מקרקעי ישראל אלפי דונמים של יבולי חיטה ושעורה בשדות השייכים מזה דורות למשפחות בדוויות. זאת בטענה כי האדמות שייכות למדינה, לאחר שהופקעו מהם בשנות החמישים שלא כדין וזאת מבלי לברר את תביעותיהם לבעלות על הקרקע בלשכת הסדר המקרקעין.

בני שבט אל עוקבי חיו על אדמותיהם באל עראקיב (כתשעה עשר אלף דונם) ועיבדו אותן במשך דורות רבים. בשנת 1951 הודיע הצבא לשייח' אל עוקבי כי על השבט לעבור "מטעמי בטחון" לאזור חורה, הנמצא כעשרים ק"מ מזרחה. לבני השבט הובטח כי יוכלו לחזור לאדמותיהם כעבור שישה חודשים, אולם ההבטחה לא קוימה מעולם. בשנת 1953 נחקק 'חוק רכישת מקרקעין' אשר אפשר להפקיע אדמות בלתי מיושבות לרשות המדינה. מכיוון שבני שבט אל עוקבי הועברו ממקום מושבם, הופקעה גם אדמתם באל עראקיב ונרשמה על שם 'רשות הפיתוח'. בחורה חיים בני השבט עד היום בתנאים קשים ולמרות שהשלטונות הם שהעבירו אותם לשם, הכפר שלהם נחשב כ"בלתי מוכר" ואינו זוכה לשירותים כגון חשמל, פינוי אשפה, דרכי גישה ומערכת ביוב ובתיהם מיועדים להריסה. היבולים בשטח שייזרע יוכלו לסייע בפרנסת עשרות מבני המשפחה.

The Al Okbi tribe is honored to invite the public to take part in a traditional Bedouin sowing day on the lands of the Al Arakib family (located approximately 5 kilometers south of Rahat). During the day, we will plant 200 dunam of wheat using a traditional hand-planting method. The participants will receive explanations concerning how the planting is done, and afterwards, will be able to also take part in the planting.

Every year, the Israel Land Authority destroyed thousands of dunam of wheat and barley crops in the fields that have belonged for generations to Bedouin families. The Land Authority claims that these lands belong to the State, after the lands were expropriated by the State in the 1950s without entering into negotiations with the families concerning their ownership of the lands.

For generations, members of the Al Okbi tribe have lived and worked on their lands in Al Arakib (which has approximately 19,000 dunam). In 1951 the IDF announced to Sheik Al Okbi that the tribe would have to move to the Hura area, which is located 20 kilometers to the east, for “security reasons.” The tribe was promised that they would be able to return to their lands in 6 months time; that promise has never been kept. In 1953 the “Land Acquisition Law” was passed and made it possible for the State to expropriate unsettled lands. Since the Al Okbi tribe had been moved, their lands in Al Arakib were expropriated and listed as part of the Development Authority. The tribe lives in Hura to this day in very difficult condition, and in spite of the fact that State authorities moved them to Hura, their village is considered to be “unrecognized.” As a result, the village has no basic services such as electricity, garbage removal, access roads, and sewage system. The houses are pegged for demolition. The crops in the field that we will plant will provide financial support for many members of the families.

In case that the ILA will try to stop the activity we will hold a rally in Al Arakib.

The public is invited to participate in the planting.

This is an activity that children can take part in as well. We recommend that you bring water and a light lunch.

טיפול רפואי מותנה בשיתוף פעולה

מחמד רדאד, חולה לב בן 38 ואב לחמישה ילדים, גילה שהדרך לטיפול רפואי עוברת בשב"כ הישראלי. עמותת "רופאים לזכויות אדם" בעזרת ח"כ ד"ר אחמד טיבי, הובילו לביטול התנאיים של השב"כ, ורדאד יצא לטיפול רפואי בירדן. ואולם, מערכת הביטחון טרם ענתה בכל הקשור להמשך מדיניות התניית טיפולים רפואיים בשתוף פעולה.

מחמד רדאד, תושב טול כרם, הינו חולה לב. הוא הופנה לטיפול וניתוח בירדן במהלך ינואר 2005. להפתעתו, נמנעה יציאתו דרך מעבר אלנבי בתואנה בטחונית. נמסר לו כי עליו לפנות לקצין השב"כ במפקדת התיאום והקישור (מת"ק) באיזור מגוריו, והוא אכן פנה אליו עוד באותו היום. קצין השב"כ הבהיר למחמד שגורמי הביטחון מוכנים להעניק לו את כל הטיפולים הרפואיים הנחוצים לו בישראל, זאת בנוסף ל"חבילת הטבות מיוחדת" , אשר כוללת בין השאר תעודת זהות ישראלית- וכל זה תמורת שיתוף פעולה והסגרת שני אחיו ה"מבוקשים" על ידי כוחות הביטחון הישראלים. מחמד סירב להצעה בתוקף.

בתגובה הבטיח לו קצין השב"כ שהוא לעולם לא יזכה לקבל את הטיפול הרפואי לו הוא נזקק.

"רופאים לזכויות אדם" פנתה ב-17/01/05 לפרקליט הצבאי הראשי בבקשה לבטל את ההתנייה. במקביל העמותה פנתה לח"כ ד"ר אחמד טיבי, אשר כתב מכתב לראש הממשלה אריאל שרון בנידון.

בין התאריכים 25-27/01/5 לא הצלחו נציגי העמותה לאתר את מחמד בשום אמצעי , ורק ב 29/01/05 נודע להם שהוא ובני משפחתו הוחזקו במשך שלושה ימים ע"י כוחות הביטחון בביתם בסידא, ללא כל אפשרות ליצור קשר עם העולם החיצון. כל זאת, במטרה ללחוץ על מחמד להסגיר את שני אחיו.

מחמד סיפור לנציג העמותה כי ב-26 לחודש, בבוקר היום השני למעצר הבית, הוא נלקח ע"י כוח צבא מביתו והובל רגלית לאזור הררי סמוך לכפר, שם לטענת הצבא הסתתר אחד מאחיו המבוקשים. כשהכוח הגיע למרחק מספר מטרים מפתח באר נטושה, חיילי הכוח השליכו לתוך הבאר רימוני גז ועשן, ואז - למרות שסירב, וביקש כי ייתחשבו במצבו הרפואי - אולץ לרדת לבאר ולחפש את אחיו. משלא נמצא האח המבוקש בתוך הבאר, הוחזר מחמד לביתו. ב-27/01/05 עזב הצבא את בית המשפחה.

למחרת היום , והוא עם אמו בביתה, הביא כוח הצבא את אחד מאחיו המבוקשים שנלכד. מפקד הכוח בלווית חוקר השב"כ שלחץ על מחמד לשתף פעולה, הפיעלו לחצים נפשיים כבדים ואיומים על בני המשפחה כדי שהאח שנלכד יסגיר את אחיו שטרם נלכד, משלא באו על מבוקשם, עזבו את הבית, ואף הסירו את העוצר שהיה על הכפר בכל אותם ימים.

בעקבות מסכת ייסורים זו, פנו רופאים לזכויות אדם וח"כ טיבי לשר הביטחון שאול מופז בדרישה לסיים את התנכלות כוחות הביטחון במחמד רדאד ובני משפחתו ולהתיר סוף סוף את יציאתו להמשך טיפול בירדן. שישה ימים מאוחר יותר התקבלה תשובת שר הביטחון אשר מאשרת את יציאתו לירדן.

בימים אלה שב מחמד מירדן לאחר ניתוח לב מוצלח. ואולם, לגבי שיטות העבודה של כוחות הביטחון, והתניית טיפול רפואי בשיתוף פעולה טרם התקבל תשובה עקרונית.

Medical Treatment Conditional upon Collaboration

Muhammad Radad, 38 year old cardiac patient and father of five, discovered that the road to medical care passes by the Israeli GSS. Physicians for Human Rights-Israel, aided by MK Dr. Ahmad Tibi, managed to abolish the conditions of the GSS and Radad was able to receive medical treatment in Jordan. However, the Israeli Security Forces have yet to respond in regards to the policy of conditioning health with collaboration.

Muhammad Radad, resident of Tul Karem district, is a cardiac patient. He was directed to Jordan in January 2005 for treatment and an operation. He was surprised to discover that he was not allowed to leave via Allenby bridge which connects the West Bank to Jordan. He was told that he must contact the GSS (Shin Bet) officer at the DCO in his district- Radad did so that very day. The officer told him that the security forces were willing to grant him all the medical treatment he needs in Israel, in addition to a “special package” which includes, amongst other benefits, an Israeli ID card. The condition was that he collaborate with the GSS and turn in his two “wanted” brothers. Muhammad refused the offer.

The officer responded by saying that Radad would never receive the medical treatment he needs.

On 17 January 2005 Physicians for Human Rights-Israel contacted the JAG and requested that the condition be abolished. Simultaneously, PHR-Israel contacted MK Dr. Ahmad Tibi, who wrote a letter on the issue to Prime Minister Ariel Sharon.

Between 25-27 January, Physicians for Human Rights-Israel was unable to contact Muhammad at all. Only on the 29th did the organization's representatives discover that he and his family were held in their house in Sida by the Israeli security forces, and were unable to make contact with the outside world. This was done in order to pressure Muhammad into handing over his two brothers.

Muhammad related to a PHR-Israel representative that on the morning of 26 January, the second day of the detention, he was taken on foot by the army to a hilly area near the village, where, according to the army, one of his brothers was hiding. A few meters from an abandoned well the soldiers stopped and threw smoke and gas grenades into it. Muhammad, in spite of his refusal to comply based on his medical condition, was forced to go into the well to search for his brother. Muhammad was returned home after his brother was not found.

The army left the home on the 27th but then returned the next day with one of the brothers who had been captured, while Muhammad and his mother were home. The commander of the force, together with an interrogator from the GSS who had pressured Muhammad, then began to apply mental pressure and stress, and threatened the family so that the captured brother would hand over the one who had not yet been caught. Unsuccessful, the soldiers left the house and even removed the curfew that had been in place in the village during this period.

Physicians for Human Rights-Israel and MK Tibi then sent a letter to Minister of Defense Shaul Mofaz demanding that the security forces end harassment of Muhammad Radad and his family and to finally allow him to leave to Jordan for treatment. Six days later the Minister allowed for Radad's departure to Jordan.

Currently, Muhammad has returned from a successful heart operation in Jordan. However, no answer has yet been received by the security forces regarding their tactics and their making medical treatment conditional upon collaboration.
