EU : EUROPARLIAMENT PUSHES AID PLAN FOR PALESTINE

Strasbourg, 1 June (AKI)

- The European Parliament on Thursday approved a resolution urging the European Commission - the EU’s executive arm - and leaders of members nations to push for the temporary aid mechanism for the Palestinian Authority (PA) to be activated « as soon as possible ». The aid system was proposed by the so called Quartet - the EU, the UN, Russia and the US - on 9 May, and was discussed by experts in Brussels on 22 May.

« The European Parliament asks the Council [which groups the heads of state and government of EU members] and the Commission to act within the Quartet in order to allow Palestinians to receive the NGOs’ humanitarian aid and to establish the temporary aid mechanism as soon as possible, » said the resolution.

The European Parliament also added that « international direct aid for the Palestinian people should be delivered by either the World Bank or other international institutions. »

The PA is facing a dramatic financial crisis after international donors froze aid following the unexpected victory of the Hamas militant group at a general election in January. Employees of the PA have not been paid for over three months and have staged a series of protests.

In its resolution, the assembly further underlined that the US and the other donor countries should facilitate the implementation of the aid mechanism « through the direct participation of the PA president Mahmoud Abbas. »

Furthermore, the parliament prompted the Israeli government to resume immediately the payment of revenues and custom duties which are due to the Palestinians, which had been interrupted" after Hamas’ electoral victory.

During his speech to the parliament in Strasbourg on 16 May Abbas had asked the members of the EU to activate the temporary aid mechanism as soon as possible.

The EU Commission wants to complete the preparation of the aid plan before the next meeting of EU heads of state and government on 14-15 June.
