Les attaques contre Bil’in et la résistance pacifique du village contre le Mur d’Annexion

Israël veut en finir avec la lutte non violente et l’unité qu’elle crée entre Palestiniens, israéliens et internationaux, qui, depuis plus de quatre ans, manifestent pour qu’il soit mis un terme à la construction du Mur : au cours des dernières semaines, on a pu constater une intensification des arrestations systématiques et des enlèvements de militants à Bil’in par des soldats israéliens.

Des raids effectués au milieu de la nuit, avec des véhicules militaires qui, dans l’obscurité franchissent sans mal la barrière illégale représentée par le Mur d’Annexion. Des dizaines de soldats armés postés tout près du sol afin de ne pas être vus.

Ils avancent lentement, sans lumières, portant des tenues camouflées de couleur sombre et des masques noirs sur le visage.

Ils parviennent au centre de Bil’in en traversant les rues et les champs. Ils encerclent les maisons en détruisant sur leur passage tout ce qu’ils trouvent, ils kidnappent les gens, y compris des adolescents de 15 ou 16 ans, ils confisquent les documents, les téléphones portables, et tous les objets personnels des gens qu’ils enlèvent.

Ainsi, vendredi dernier 17/07/09 un garçon de 15 ans a été enlevé dans sa maison à 3 heures du matin.

Au cours de la manifestation qui a suivi, les manifestants ont été arrosés avec une eau bizarre, d’une odeur suffocante, contenant des substances chimiques qui ont provoqué des affections cutanées.

Ce même scénario se reproduit dans d’autres villages de Cisjordanie, mais à Bil’in, c’est devenu un symbole : le village -dont le Mur de la Honte confisque 44% des terres - est devenu au cours des dernières semaines le théâtre d’une nouvelle escalade dans ce genre d’opérations, qui sont de véritables opérations de guerre, perpétrées contre les militants du Comité Populaire de la résistance non-violente, des hommes et des femmes, civils, qui résistent de manière non violente, pacifique et créative contre le Mur et l’occupation.

Souvent, les militants organisent une veille depuis les toits des maisons, de façon à pouvoir avertir les autres des raids qui arrivent, comportant d’habitude environ 100 soldats répartis en groupes de 20 à 30 hommes, chacun encerclant la maison de quelqu’un accusé de lancer des pierres à diverses heures de la nuit.

Au cours des dernières semaines, 17 jeunes militants ont été enlevés : 15 Palestiniens, 1 israélien, et 1 étasunien, selon ce que rapporte un document de Miftah, (l’Initiative Palestinienne pour la promotion du Dialogue Global et de la Démocratie, http://www.miftah.org/ ), qui dénonce l’escalade de la violence à Bil’in.

J’ai vu de mes propres yeux beaucoup, beaucoup de gens blessés au cours des manifestations qui se déroulent chaque vendredi près du site de la construction du Mur, au cours desquelles les soldats de l’occupation emploient des grenades assourdissantes, des lacrymogènes, et leur produit chimique à odeurs fétides. J’ai était à maintes reprises incommodée par ces gaz, alors que des balles acier caoutchouc étaient tirées à hauteur d’homme.

Le 19 avril 2009, Bassem Abu Rahmah, 30 ans, un manifestant pacifiste, a été tué par une grenade lacrymogène tirée en pleine poitrine par un soldat sioniste au cours de l’une des manifestations non violentes du vendredi à Bil’in. C’est un exemple éclatant d’emploi d’une force inhumaine et excessive contre des manifestants désarmés.

Au cours de la semaine qui a suivi le meurtre de Bassem, j’ai souvent rencontré, à Bil’in, le Comité Populaire. Ensemble, nous avons avons manifesté et construit une tombe symbolique à l’endroit où il a été assassiné.

Nous l’avons fait sous les tirs de lacrymogènes et lorsque nous eûmes terminé, nous avons placé une plaque en souvenir, portant le nom de Bassem. Nous étions heureux, et nous sentions bien qu’il était paradoxal de se sentir heureux lors de la construction d’une tombe !

Dans leurs tentatives de démanteler le mouvement, les militaires coloniaux israéliens visent spécifiquement les jeunes. Ainsi, entre le 23 et le 25 juin 2009, quatre adolescents, de 16 à 17 ans, ont été arrêté et contraints de livrer les noms des militants pacifistes et toutes les informations en leur possession concernant le Comité de Bil’in [ Comment ça, contraints ? Nous serions très étonnés que ces jeunes aient donné spontanément des information de ce type. Alors, comment les forces coloniales les ont-elles obtenues ? Vous êtes sûrs que tout ça est tout-à-fait cachère ? - ndlr ].

L’objectif n’est pas seulement d’arrêter, de kidnapper et de neutraliser physiquement les militants, mais aussi de semer la terreur chez les habitants du village de Bil’in, au nombre de 1 800, afin de mettre un terme à toute activité de résistance non violente, qui constitue un exemple pour les autres réalités de la Cisjordanie occupée, comme Ni’lin et Ma’asara, dont les terres continuent à être confisquées par le Mur.

Et pourtant, rien de tout cela, pas plus que les 1 300 personnes blessées et les 60 autres arrêtées n’ont suffit à faire fléchir leur détermination.

« S’ils veulent nous arrêter tous, ils peuvent le faire. Mais nos femmes et nos enfants poursuivrons le combat, » a déclaré Abdullah Abu Rahmah, l’un des coordinateurs du Comité Populaire pour la résistance non violente de Bil’in. Sa fille Luma, 7 ans, souffre d’insomnie, comme les autres enfants de Bil’in, ce qui est un symptôme évident de désespoir émotionnel et psychologique : constamment en état de panique, Luma se réveille au milieu de la nuit, parfois en pleurs et hurlant de terreur, appelant son père dans la crainte qu’il ait été enlevé.

Les injustices que souffrent les habitants de Bil’in, constatées par de nombreuses organisations de droits de l’homme et par des militants internationaux et israéliens, sont la conséquence la plus claire de l’oppression subie par les Palestiniens en raison de l’occupation militaire sioniste.

Et cependant, leur réponse est devenu un exemple pour tous ceux qui lutent pour la justice, et montre la voie qu’il faut suivre et soutenir pour parvenir à une solution du conflit.

Depuis 2005, les habitants de Bil’in répondent concrètement, de manière pacifique et non violente, à la construction du Mur d’Annexion qui, loin de la Ligne Verte, serpente profondément à l’intérieur de la Cisjordanie, et qui annexe 1 968 des 4 400 dunums de terre de Bil’in (200 hectares sur 440).

Les militants de Bil’in ne font qu’exercer leur droit légitime de défendre leur terre contre l’arbitraire sioniste, qui ne tient aucun compte de la Cour Internationale de Justice, qui a condamné voici 5 ans, comme illégale, la construction du Mur à l’intérieur des Territoires Palestiniens Occupés (TPO), y compris à Jérusalem Est et dans ses environs, en violation des obligations internationales du régime sioniste, et qui a enjoint à Israël d’arrêter la construction et d’abattre les parties déjà construites, ainsi que de mettre un terme à tout le système de restrictions rigides à la liberté de mouvement des Palestiniens en Cisjordanie qui constituent une violation des droits de l’homme.

Par ailleurs la Haute Cout israélienne a déclaré à plusieurs reprises que le tracé actuel du Mur, à Bil’in était illégal et a invité le gouvernement sioniste à mettre en oeuvre un autre tracé : cette invitation a bine entendu été ignorée alors que les implantations sionistes de Mod’in Ilit et de Mattiyahu continuent à s’agrandir.

[ Nous ne voyons pas ce que la « Haute Cour » sioniste peut avoir à faire avec une construction qui n’est pas seulement illégale dans son tracé, mais dans son existence même – ndlr ]

Pour toutes ces raisons, les manifestations du vendredi ont gagné la solidarité des militants israéliens et internationaux, que rassemble une aspiration commune pour la justice et contre l’étranglement, l’occupation et l’apartheid. Ensemble, ils s’opposent au déracinement des oliviers remplacés par les fondations du Mur, ils bloquent l’activité des bulldozers et ils empêchent l’installation d’avant postes d’implantations sionistes, toujours en plein essor.

La Communauté Internationale doit appuyer plus fermement la lutte de tous ces Palestiniens, soutenus par les militants israéliens (qui représentent l’honneur d’Israël) et internationaux dans la défense de leurs droits, exigeant d’Israël la fin des raids et la remise en liberté immédiate de tous les militants arrêtés – y compris Abid Abu Rahme – comme le demande la campagne lancée par le Comité Populaire de Bil’in (on peut trouver sur le site http://www.bilin-village.org/english/activities-and-support/Campaign-to-release-Palestinian-activist-arrested-in-Bil-in des modèles de lettres de protestation).

Il est temps que la Communauté Internationale demande avec énergie, et dans un délai rapproché, qu’Israël respecte la Cour Internationale de Justice et démantèle le Mur construit dans les Territoires Palestiniens Occupés, en versant des compensations pour tous les dommages subis par les gens qui ont souffert à cause du Mur, et mette un terme à l’occupation militaire, y compris les restrictions sur la liberté de circulation en Cisjordanie, et lève le siège de Gaza qui constitue une punition collective pour 1 million et demi de civils.

Luisa Morgantini - Under attack Bil’in and the peaceful resistance of the village against the Israeli wall

Israel wants to stop the non-violent struggle and the unity created amongst Palestinians, Israelis and Internationals, who since more than four years demonstrate in order to end the construction of the wall : in the last weeks the escalation of systematic arrests and kidnappings of activists in Bil’in by the Israeli soldiers.

Raids in the middle of the nights, with military vehicles crossing in the dark that illegal barrier represented by the Apartheid wall. Tens of armed soldiers laying close to the ground in order to not to be seen.

They proceed slowly, without lights, wearing dark military camouflage uniforms and black masks on their faces.

They arrive in the hearth of Bil’in crossing streets and fields. They surround houses destroying all that they meet on their path, kidnapping people, including 15 or 16 years old adolescents, confiscating documents, mobile phones and personal things of the detained persons. Also last Friday a 15-years-old boy has been abducted from his home at 3 a.m., and during the demonstration activists have been attacked with a strange sort of smelling water, probably containing chemical substances provoking blistering effects and with a suffocating smell.

This is the same scenario taking place also in other villages in the West Bank, but Bil’in has become a symbol : the village –where the shame wall confiscates 49% of lands- in the last weeks has become a theatre of a further intensification of this kind of operations, that are real war operations, perpetrated against the activists of the Popular Committee of non-violent resistance, men and women, civilians, who are resisting in a non-violent, peaceful and creative way against the wall and the occupation.

Often, the activists stand on the rooftops of the village, in order to forewarning the others of incoming of the raids that usually comprise of approximately 100 soldiers divided into groups of 20-30 men, each encircling the home of an accused stone-thrower at varying hours of the night. In the last three weeks, 17 young activists have been arrested -15 Palestinians, 1 Israeli, then released, and one American, according to what reported in a document by Miftah, the Palestinian Initiative for the promotion of Global dialogue and democracy, denouncing the escalation of violence in Bil’in.

I saw with my own eyes many and many wounded people during the demonstrations that every Friday take place near the construction site of the wall and during which the Israeli soldiers use sound bombs, tear gas canisters, and a foul-smelling chemical spray : I was many times intoxicated by those gas, while rubber-coated bullets were shot at men’s height.
On 19th April 2009, Bassem Abu Rahmah, 30 years old, a pacifist Palestinian demonstrator, was shot in the chest by an Israeli soldier with a tear gas bomb during one of Bil’in’s nonviolent Friday protests : an use clearly excessive and inhuman of the force against unarmed demonstrators.

The week after the murder of Bassem, I have been many times in Bil’in with the Popular Committee. Together we have protested and built a symbolic grave in the place where he was killed.

We did under the fire of tear gas canisters and when we finished it, putting the memorial tablet with the name of Bassem, we were so happy. What a paradox to be happy for the construction of a grave !

In their attempts to dismantle the movement, the Israeli military specifically targets the youth : from 23rd to 25th 2009, four adolescents, 16-17 years old, have been arrested and forced to release the names of peace activists and information related to Bil’in Committee. The aim is not only to arrest, kidnap and physically neutralize the activists, but also to spread terror amongst the inhabitants of the village of Bil’in, 1,800 residents, in order to stop all kind of activity of non violent resistance, that become an example also for other realities of the occupied West Bank such as Nil’in and Ma’asara, whose land continue to be confiscated by the wall.

However neither all this, nor 1,300 wounded people and 60 arrests suffered by the activists have been enough to stop their determination.

"If they want to arrest us all, they can. But our wives and children will continue the struggle" declared Abdullah Abu Rahmah, one of the coordinators of the Popular Committee of non-violent resistance of Bil’in. His daughter Luma, 7 years old, suffers of insomnia, as well as other children in Bil’in, a clear sign of the emotional and psychological despair : constantly in panic, Luma awakes in the middle of the night, sometimes in screams and tears, calling out for her father fearing that he has been abducted.

The injustices suffered by Bil’in residents and witnessed by many organizations for human rights and International and Israeli activists, are the most clear consequence of the oppression experienced by Palestinians because of the Israeli military occupation.

However their answer has become an example for all those who struggle for justice showing the way to follow and to support for the solution of the conflict.

Since 2005 residents of Bil’in responded in fact with a peaceful and non-violent resistance to the separation wall, that far from the Green line, snakes deeply inside the West Bank annexing 1,968 of 4,040 dunums of Bil’in lands, (196,68 hectares on 403,88).

Activists in Bil’in are only exerting their legitimate rights to defend their land against the arbitrariness of Israel, disregarding the International Court of Justice that five years ago condemned as illegal the construction of the wall inside the Occupied Palestinian territories (OPT), including in and around East Jerusalem, in violation of international obligations, intimating to Israel to stop the construction and to bring down the parts already built, terminating also the entire system of rigid restrictions on the freedom of movement of Palestinians in the West Bank since they represent a violation of human rights.

And also the Israeli High Court of Justice declared many times illegal the route of the wall in Bil’in, inviting the Israeli Government to actuate an alternative route : this invitation has of course been ignored while the Israeli settlements of Mod’in Ilit and Mattityahu continue to grow.

For all this, their Friday demonstrations have gained the solidarity of Israeli and International activists, united in the common need of justice and against the strangulation, the occupation and the apartheid. Together they oppose to the uprooting of olive trees replaced by the foundations of the wall, blocking the bulldozers or preventing the installation of outposts of the Israeli settlements, still in expansion.

The International Community must give more force to all those Palestinians, supported by Israeli activists (who represent the honour of Israel) and Internationals in the defence of their rights, pretending from Israel the end of the raids and the immediate release of all activists arreted – included Abeed Abu Rahme- as requested by the Campaign launched by the Popular Committee of Bil’in (on the website http://www.bilin-village.org/english/activities-and-support/Campaign-to-release-Palestinian-activist-arrested-in-Bil-in the sample of letters of protest). It’s time also that the International Community demands with force and urgency to Israel to respect the International Court of Justice and to destroy the wall inside the Occupied Palestinian Territories, making reparation for all damage suffered by people affected by the wall, and to end military occupation, including all restriction of movement in the West Bank as well as the Siege that in Gaza, is collectively punishing over 1 million and a half of civilians.
