« We, in ’Israel’, are a sick society »

“We are a sick society, and when the society is rotten the army will be rotten too. Corruption is running through the veins of the society, we are sick, and our sickness is deadly”.

“Israeli” TV channel 10 telecasted a document written by Ehude Olmert when he was minister of industry and communications, in which he took pride in that he “served” more then hundred central “Likude” members by giving them jobs or other “services”, to them or to their relatives.

The announcement of the news formed a new scandal, which created doubt, criticism and demand to interrogate the prime minister.

The document listed the Likud center, and the corporeal “service” Minister Olmert extended to his colleagues and aids in the Likud two years ago.

News papers wrote that when Olmert left his post as mayor of Jerusalem, and joined the cabinet he tried to establish his influence in the Likud center, as its members elect the list members for Knesset elections, they decide the hierarchy on the list, and practically who will be a cabinet member or not.

As known Tsahi Hanigby who was minister of police, was obliged to resign from the cabinet as a result of investigations about bribing Likud center members and the political appointments in the party that he did, he is now the head of the “Israeli” Knesset committee of foreign affairs and security. But if Olmert was investigated with and the reliability of this document proved to be valid he has to resign, and as known according to law, if the prime minister resigns the whole cabinet has to resign, which could end in early elections.

Olmert, tried to reduce the sound of the explosion of the political scandal “bomb”, He tried to justify his deed by saying that what he did was according to law, and after consulting with the legal consultant, but in general he didn’t go into detail.

Political commentators in the media said last Thursday “appointment by mediatory” was a continuous affair in the governmental organization… It was practiced during the Mapai (Labor) party rule for long years, and it was done during the Likud era, but “mediatory” and “political bribery” were practiced then on a limited scale.

But when the “Likud” reached power after the election of Menaham Begin as prime minister, the Likud’s apatite to make material gains widened, and he tried to appoint the biggest possible number of the party activists and leaders in the governmental organization, which was full of ex labor party activists.

The procedure was extended, hastened and widened and the Likudniks in the party’s central started building “centers of strength” that was able to do any thing they desired, promote and depose, advance and put back… and decide who is to reach the Knesset or the cabinet and who is not.

There rose in the Likud center many groups, which were like organized gangs, each of them belonged to a minister or a number of ministers or at least dealt with them. These groups would be his or their field “army” in the center and the branches ; they give him or them vote of confidence or withdraw it depending to his or their behavior and services to the group, during his or their tenure as a minister or Knesset member.

The press wrote fabulous stories about members of Knesset participations in wedding parties, or for other occasions of the sons and daughters of hundreds of party leaders and give them expensive gifts.

The center is no more the framework, which is supposed to discuss political, ideological and organizational matters ; it became a mafia that practices oppression and terror against its enemies. We saw how it was during Sharon’s rule working against him to sabotage his proposals, and how did the Likud block frustrated his suggestions for cabinet reshuffles, as per the orders and interests of the “center” that can do anything it whishes.

That is why, and for any other reason, Sharon made an internal party uprising and split from the Likud, and called his supporters to join him to form the new “”Kadima” party. Sharon succeeded in that but collapsed health wise, which required the election of a successor ; Ehud Olmert replaced him. Olmert failed in his new job, the new party proved to be simply a party on paper, without branches, without leaders, and of course without policy and ideology ! As it seems the Likud under Benjamin Netanyahu decided to escalate the campaign against him and expose his old scandals, when he was a leader in the Likud ; so as not to claim that he wants to follow a “new” policy and a “new” track that is different from Likud’s policy and track.

The “Israeli” media, political analysts and political science experts in universities say that the continuous scandals in the political, economic and financial organization threaten to shake the political stability of the state. Professor, Isaac Zamir, retired member of High Court, said during an interview with Haaretz on March 2nd. 2007 : “The threat of rockets from Lebanon and Syria or the atomic threat from Iran are considered by everybody a real threat. Thus people look at this threat with fear and concern, and demand for something to be done. At the same time corruption is working in the dark ; so the eye cannot see and thus people are not aware of its threats. Isaac Shamir shouted as if an angry prophet : “We are a sick society, and when the society is rotten the army will be rotten too. Corruption is running through the veins of the society, we are sick, and our sickness is deadly”.

بثت القناة العاشرة للتلفزيون الإسرائيلي وثيقة كان وَضَعها إيهود أولمرت عندما كان وزيراً للصناعة والتجارة وأيضاً وزيراً للاتصالات، يفاخر فيها بأنه "خدم" أكثر من مئة من أعضاء مركز الليكود بإعطائهم وظائف، أو إعطاء وظائف لأقاربهم، أو خدمات أخرى.
وكانت إذاعة الخبر بمثابة قنبلة سياسية جديدة سلّطت سهام النقد والتشكيك والمطالبة بالتحقيق ضد رئيس الحكومة.
وفي هذه الوثيقة أسماء أعضاء مركز الليكود، وبجانب كل اسم الخدمة العينية التي قدّمها الوزير أولمرت لرفاقه وأعوانه من حزب الليكود، قبل سنتين.

ونشرت الصحف أن أولمرت عندما ترك رئاسة بلدية القدس، وانضم إلى الحكومة أراد أن يُعمِّق نفوذه في مركز الليكود، حيث أن أعضاءه هم الذين ينتخبون قائمة الليكود للكنيست وهم الذين يقررون التدريج في القائمة، وتالياً هم يقررون عملياً، مَن يكون وزيراً ومَن لا يكون.
وكما هو معروف فإن تساحي هانغبي الذي كان وزيراً للشرطة، اضطر، نتيجة التحقيقات معه حول رشى لأعضاء مركز الليكود والتعيينات الحزبية الواسعة التي قام بها، أن يستقيل من الحكومة وهو الآن رئيس لجنة الخارجية والأمن في الكنيست الإسرائيلي.

ولكن أولمرت، إذا جرى التحقيق معه وثبتت صدقية هذه الوثيقة لن يكون أمامه سوى الاستقالة. وكما هو معروف فطبقاً للقانون إذا استقال رئيس الحكومة تكون الحكومة كلها مستقيلة. وقد يجرّ هذا إلى انتخابات مبكرة.
أولمرت، حاول التخفيف من دوي هذه "القنبلة" السياسية - الفضائحية، وقال إنه فعل كل ما فعل طبقاً للقانون، ومن خلال التشاور مع المستشار القضائي، وبشكل عام فهو "لا يذكر كل التفاصيل" !!
وقال المعلقون السياسيون في الإعلام الإسرائيلي يوم الخميس الماضي أن "الواسطة بالتعيينات" كانت في الحقيقة مستمرة في الجهاز الحكومي. كانت أيام حكم "الماباي" (العمل) سنين طويلة، وكانت أيضاً أيام حكم الليكود. ولكن حالات "الواسطة" أو "الرشوة السياسية" كانت قليلة نسبياً.

وعندما صعد الليكود إلى الحكم، عام 1977 بانتخاب مناحيم بيغن رئيساً للحكومة، انفتحت شهية الليكود لأخذ المكاسب المادية، كما أنه أراد أن يغرس في الجهاز الحكومي أكبر عدد من نشطائه وأعضائه وقادته، حتّى لا يظل الجهاز الحكومي مزروعاً بالنشطاء السابقين لحزب العمل.
ولكن هذا النهج اتسع وتسارع وصار الليكوديون في مركز الحزب يبنون "مركز قوى" قادراً على كل شيء، هم يرفعون وهم يخفضون، هم يقدِّمون وهم يؤخرون، هم يقررون مَن يصل إلى الكنيست وإلى الحكومة ومَن لا يصل.
وقامت في مركز الليكود مجموعات عدة أشبه بالعصابات المنظمة، كل مجموعة تابعة أو على الأقل "متعاملة" مع وزير أو عدد من الوزراء. وهذه المجموعة هي "جيشه" الميداني في الساحة، في الفروع، وهي التي تعطيه الثقة أو تحجبها الثقة عنه طبقاً لمسلكه وخدماته للمجموعة، خلال عمله كوزير أو كعضو كنيست.
وقد نشرت الصحف قصصاً مذهلة حول مشاركة أعضاء الكنيست في "أفراح" مئات القياديين وتقديم الهدايا الثمينة لهم، في زفاف أبنائهم وبناتهم أو أية مناسبات أخرى
.
المركز لم يعد الإطار الذي يبحث القضايا السياسية والإيديولوجية والتنظيمية، بل أصبح "مافيا" ضاغطة تمارس الإرهاب ضد خصومها. ورأينا خلال سنتين من عهد شارون كيف كان "المركز" ضده، يُفشل اقتراحاته، وكيف كانت كتلة الليكود تُفشل أيضاً اقتراحاته لتعديلات وزارية، طبقاً لأوامر ومصالح "المركز" القادر على كل شيء.
لذلك، وليس لأي سبب آخر، قام شارون بانتفاضة داخلية حين انفصل عن الليكود ودعا أنصاره إلى أن ينضموا إليه لتشكيل حزب "كاديما". لقد نجح شارون في ذلك، ولكنه سقط صحياً، مما تطلب اختيار خَلَف له وتمَّ انتخاب إيهود أولمرت. ولكن هذا فشل في المهمة، والحزب الجديد "كاديما" حزب على الورق، بلا فروع، وبلا قيادات، وطبعاً بلا سياسة وإيديولوجيا ! ويبدو أن الليكود بزعامة بنيامين نتنياهو قرر تصعيد الحملة ضد أولمرت وكشف فضائحه السابقة، عندما كان زعيماً في الليكود، حتّى لا يدّعي أنه يريد انتهاج سياسة "جديدة" ومسلكاً "جديداً" يختلف عن سياسة الليكود ومسلكه.

الصحافة الإسرائيلية وكذلك المحللون السياسيون وخبراء العلوم السياسية في الجامعات يقولون إن مسلك الفضائح المتتابعة في النظام الإسرائيلي سياسياً واقتصادياً ومالياً يهدد باهتزاز عنيف للاستقرار السياسي. وبَزَّ الجميع البروفسور اسحق زمير عضو المحكمة العليا (المتقاعد) هذا الأسبوع، في مقابلة مثيرة جداً في هآرتس (2/3/ 2007) قال فيها : "تهديد الصواريخ من لبنان وسوريا أو التهديد النووي من إيران يبدو لكل إنسان خطراً محدداً وملموساً. ولذلك ينظر الناس إلى هذا الخطر بخوف وقلق، ويطالبون بعمل شيء ما. مقابل ذلك، فإن الفساد يعمل في الظلام وأنت لا تراه والناس أقل وعياً لأخطاره". وقال اسحق شامير كأنما هو نبي غاضب : "نحن مجتمع مريض، وعندما يكون المجتمع فاسداً يكون الجيش فاسدا. ينتشر الفساد في كل شرايين المجتمع. نحن مرضى، ومرضنا مهلك".
